City of Centralia City Council met Oct. 15.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Tuesday October 15, 2024, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder, Council Member Castellari; Council Member Fontanez, Council Member Allen, and Council Member Jackson

Absent: None

Staff Members Present: Andrew Thomson, City Attorney; William Smith, City Manager; Lt. Steve Whritenour, Police Department; Jeremy Henderson, Finance Director; Gayla Harting, Community Development Director; Jeff Schwartz, Public Works Director; Chief Jeff Day, Fire Department; Derek Sherman, Economic Development Director; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Council Member Jackson led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

None

PUBLIC PARTICIPATION

The Centralia Business and Professional Women’s Club was presented with a proclamation recognizing Business and Professional Women’s Club Week.

A service award was presented recognizing Public Works Maintenance Operator Bryan R. Murray for 35 years of service.

David Bozwell addressed the Council regarding allowing duck hunting on Raccoon Lake. He discussed the history and asked to reestablish the ability to hunt on Raccoon Lake. He stated that he would like duck blind permits to be able to be issued once again. Mayor Kuder discussed the IDNR regulations regarding distance from the dwellings to the blinds and Council Member Castellari discussed the dates and hours of the day that hunting would occur. Council Member Jackson asked if Mr. Bozwell had discussed this with any other residents of the lake who are not duck hunters and he stated that there had not been any discussion recently. Council Member Jackson also questioned the complaints made in the past.

CONSENT AGENDA

A Motion was made by Council Member Fontanez and seconded by Council Member Castellari to Approve Items 1- 3 of the Consent Agenda.

1. Approval Of The Minutes Of The September 23, 2024 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $1,283,152.85

3. A Resolution Approving The Temporary Closure Of Rasback St. For A Family Event On October 25th

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

REPORTS AND COMMUNICATIONS

BIDS

City Manager Smith stated that the bidding process for water treatment chemicals contributes to the overall efficiency and optimal use of budgeted funds. He stated that the lowest bidder for liquid caustic withdrew their bid due to it being undeliverable. The bid prices of the specific chemicals and the respective companies’ bid price was shared. A Motion was made by Council Member Jackson and seconded by Council Member Allen For The Approval Of Water Treatment Plant Chemical Bids For 2024-2025.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

ORDINANCES

A Motion was made by Council Member Allen and seconded by Council Member Jackson to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate – 615 N. Lincoln.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

A Motion was made by Council Member Allen and seconded by Council Member Fontanez to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate – 902 E. Rexford.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

A Motion was made by Council Member Allen and seconded by Council Member Castellari to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate – 1002 E. Rexford.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

A majority of the Council voting aye, the motion carried.

A Motion was made by Council Member Allen and seconded by Council Member Jackson to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate – 611 S. Pine.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

A Motion was made by Council Member Fontanez and seconded by Council Member Allen to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate – 824 E. Rexford.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

A Motion was made by Council Member Fontanez and seconded by Council Member Castellari to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate – 310 S. Hickory.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

A Motion was made by Council Member Fontanez and seconded by Council Member Allen to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate – 325 S. Walnut.

Ayes: Council Member Castellari, Council Member Fontanez, Council Member Allen, Council Member Jackson, and Mayor Kuder

A Motion was made by Council Member Jackson and seconded by Council Member Allen to Approve An Ordinance Declaring Certain Real Estate As Surplus Property And Authorizing The City Manager To Solicit Bids For The Sale Of Surplus Real Estate –435 S. Hickory.

REPORTS

Council Member Fontanez thanked the Youth Commission for the planning of the recent fall bash that they held in Fairview Park. He also thanked the Police Department on behalf of a resident that reported to him the quick response to a security alarm. He also thanked the residents of the community for the support of recent fundraisers noting how the community comes together for the needs of the community and how much he appreciates it. He also congratulated the Centralia High School Band on all of their recent awards and accomplishments. He also stated that with Halloween coming up, he stressed the importance of the children being careful and staying safe.

Council Member Allen recognized the Centralia High School football team for their display of sportsmanship and she stated how proud she was of them. Council Member Allen also noted the many upcoming events in the community and downtown that are sponsored and organized by many businesses and organizations.

Council Member Jackson congratulated the Centralia High School Marching Showcase noting the amount of hard work and dedication that it takes for them to complete at this level.

Mayor Kuder recognized the CHS band and the number of awards that they brought home from the EIU competition in addition to other recent competitions. He also commended the Orphan football team and their quarterback for also recently being recognized. Mayor Kuder also noted the number of events and festivals planned in the community including trunk or treats and the Halloween parade and Fall Festival.
