A recent study by the Tax Foundation has placed Illinois in the lower ranks of tax competitiveness, listing it 37th in its State Tax Competitiveness Index. The report evaluates states across five tax categories and suggests that those with lower rankings, such as Illinois, often have high, complex, and non-neutral tax systems. Conversely, Wyoming, South Dakota, and Alaska were highlighted for their simpler and pro-growth tax policies.

Senator Plummer commented on Illinois' position, attributing the state's high taxes to decisions made by Governor Pritzker and his allies. He noted that "Governor Pritzker recently signed into law a billion-dollar tax increase to fund his programs," which include allocating "a billion dollars per year for services for noncitizens."
