City of Carlinville City Council met Dec. 2.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Demuzio, Alderman LeVora, Alderman Link, Alderman Reese, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Clerk Carla Brockmeier, Chief Derek Graham, Budget Officer Linda Boente, Legal Representation Don and Joe Craven, Absent: City Treasurer Jody Reichmann

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Harber, seconded by Wagstaff, motion passed unanimously.

Correspondence

Greg Prose Request – Motion was made by Alderman Demuzio to allow Greg Prose to place a dumpster at 33 Daley Street for 2-3 days December 9-11, seconded by Harber, motion passed unanimously.

Public Comment

Alderman Downey informed the council there will be a demonstration of a new PA this weekend on the square during the Christmas Market, the Chamber, Winning Communities will probably be asking the city for a donation if they purchase a new one.

Bobbi Bates addressed the council regarding the IL Dept of Housing Authority Community Plan, which will include surveys to pinpoint the communities housing needs.

Old Business

Ordinance Revising Salaries for City Officials – motion was made by Alderman Harber to pass the salary ordinance, seconded by Link, motion passed unanimously.

Street Department Truck Purchase – Motion was made to purchase Chevrolet 6500 from Smoky Jennings for a price of $119,183.00, by Alderman Demuzio, seconded by Downey, motion passed unanimously.

Annexation – Kevin Garnett from MECO presented a map with legal description for the uninhabited lake properties they will be annexed in to the city. Discussion took place, no action at this time.

Energy Transition Grant – due to closure of the mine in our area, we have been given an energy grant for future social impacts. The Aladdin property gifted to the school is being looked at for new water and sewer lines. The scope of work from Frank Miles Consulting was approved after a motion was made by Alderman Harber, seconded by Ober, motion passed unanimously.

Façade Grant 2024 – Bobbi Bates explained to the council that one of the façade grants recipients was not able to complete their project due to weather, it was agreed to allow the project an extension until the end of the fiscal year.

New Business

2025 Council Meetings and Cookout Dates - FYI

Transportation Electrification Plan – This plan allows $50,000.00, to be spent through REACH Strategies for electrification. The money must be spent in 2025. A motion was made to approve the plan agreement by Alderman Harber, seconded by Demuzio, motion passed unanimously.

318 Buchanan – 2 plot subdivision / Motion was made by Downey to approve re-plot of a piece of property at 318 Buchanan to a 2-plot subdivision, seconded by Demuzio, motion passed unanimously.

213 N. East Street – Zoning for N. East will move forward as multi-family per discussion that took place, with no action at this time.

Motion to adjourn was made by Alderman Downey at 6:49 p.m., seconded by Wagstaff motion passed unanimously.
