Macoupin County Board Road and Bridge Committee met Dec. 4.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins, Reinhart

ABSENT: Armour

II. AUDIT BILLS

1. Review and Recommend monthly claims

Claims 14440 through 14470 totaling $ 230,546.09 were read and the following motion made:

Made by Barr, seconded by Rosentreter to approve the claims and recommend payment by the full board.

RESULT: APPROVED [UNANIMOUS]

MOVER: Leann Barr, Member

SECONDER: Molly Rosentreter, Member

AYES: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins

ABSENT: Armour

III. 50/50 PETITIONS

1. Shaws Point #44

The following 50/50 project petition was presented:

The County’s obligation for the project will be the “County Share” only.

Made by Rosentreter seconded by Adden to approve the petition andrecommend passage by the full board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

MOVER: Molly Rosentreter, Member

SECONDER: Ross Adden, Member

AYES: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins

ABSENT: Armour

IV. NEW BUSINESS

1. 2025 County Motor Fuel Tax Maintenance Resolution

The Committee considered the 2025 County Motor Fuel Tax (MFT) Maintenance Resolution. (Section 25-00000-00-GM). The following motion was made:

Made by Adden, seconded by Heuer to approve the 2025 Motor Fuel Tax Resolution in the amount of $1,786,295.00 and recommend passage by the full board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

MOVER: Ross Adden, Member

SECONDER: Gordon Heuer, Vice Chair

AYES: Kiel, Heuer, Adden, Barr, Rosentreter, Wiggins

ABSENT: Armour

2. Resolution to Appropriate County Engineer’s Salary from the Motor Fuel Tax (MFT) Fund for a period beginning January 1, 2025 through December 31, 2025

Reinhart said this would need to be brought up next month as he was waiting on information from the state.

V. DISCUSSION

1. ARPA

The Committee was updated on the ARPA projects. A final payment has been made to Starr Electric for the office lighting upgrade. Payments have also been made for the medium duty dump truck and the batwing mowers. Reinhart will be sending the purchase orders for the tandem trucks and the mowing tractors to the County Clerk to show all the ARPA funds have been obligated.

There was a discussion about the total ARPA funds obligated exceeding theapproved total of the Highway ARPA funds.

2. Subdivision Ordinance

The committee also discussed the subdivision ordinance and the subdivision approval process.
