City of Salem City Council met Feb. 3.

Here are the minutes provided by the council:

I. Call to Order

The regular February 3, 2025 meeting of the Salem City Council was convened in the Council Chambers of Salem City Hall. The meeting was called to order by Mayor Nicolas Farley at 6:00 PM.

II. Prayer and Pledge of Allegiance

Councilman Koehler offered the opening prayer, followed by the Pledge of Allegiance.

III. Presentation of Petitions/Public Comments – None.

IV. Mayor’s Report and Presentations

• congratulated the Franklin Park Lady Bobcat Girls Basketball team for winning the State tournament;

• indicated he would give the State of the City on March 27, 2025 at noon at the Iron Saddle as the Chamber of Commerce’s “Grub and Grow” speaker;

• indicated Jacob Washburn will be starting next week as the new Building and Zoning

Coordinator. City Manager Sola indicated he will work out of City Hall. In addition to code enforcement, he will also assist Economic Development with building permits and zoning; • indicated Katlyn Courson is the new Telecommunications Officer at the Police Department. Katlyn introduced herself as a former CNA, who was looking for a change and has been

working as a dispatcher for one week. She is originally from Alma, where she has farmed with her family.

V. City Council Action

1. Consent Agenda

(a) Approval of Minutes from the January 21, 2025 Council Meeting

Motion made by Councilman Bringwald and seconded by Councilwoman Crouch to approve the Consent Agenda as presented. Roll call vote: AYES: Councilman Bringwald, Councilwoman Crouch, Mayor Farley. NAYS: None. ABSTENTIONS: Councilman Koehler. Motion carried.

2. Request from Clinton & Kayla Winchester from Redemption Church for Bryan Memorial Park use

Mayor Farley indicated Clinton and Kayla Winchester from Redemption Church are requesting use of the stage area in Bryan Memorial Park April 25 – 27, 2025 for a three-day event. Pastor and Mrs. Winchester indicated they have a heart for the community and would like to host an event that will bring people to the park. They further indicated the 25th will be a traditional worship and preaching service; the 26th will be focused on a women’s event; and the 27th will be a young adult rally with Christian hip-hop music.

Motion made by Councilman Koehler and seconded by Councilman Bringwald to approve Redemption Church the usage of the stage area in Bryan Memorial Park April 25, 26, and 27, 2025 for the event as presented. Roll call vote: AYES: Councilwoman Crouch, Councilman Koehler, Councilman Bringwald, Mayor Farley. NAYS: None. Motion carried.

VI. City Manager and Department Head Reports

City Manager Sola:

• indicated she sent an email report to Council members that needs to be reviewed prior to the next Council meeting. The report includes an estimate from Foresight for the overseeing of the City Hall repairs. She further indicated the next phase will be the roof system.

VII. City Council Members Reports

Councilman Koehler:

• congratulated the Salem Wildcats Bowling team for their 6th place finish in the State and congratulated the Lady Bobcats on their State championship.

VIII. Motion to Adjourn

Motion was made by Councilman Koehler and seconded by Councilwoman Crouch to adjourn the meeting at 6:17 PM. Roll call vote: AYES: Councilman Koehler, Councilwoman Crouch, Councilman Bringwald, Mayor Farley. NAYS: None. Motion carried.
