City of Carlinville City Council met April 7.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Ober, Alderman Wagstaff, Alderman Demuzio, Alderman Link, Alderman Harber, Alderman LeVora, Alderman Reese, City Clerk Carla Brockmeier, Chief Derek Graham, Budget Officer Linda Boente, City Treasurer Jody Reichmann, Mayor Oswald, Attys Joe and Don Craven

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Wagstaff, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman Wagstaff, seconded by LeVora, motion passed unanimously.

Correspondence

Elks Club / Flag Day

Charity Baptist Church

Carlinville Car Show

Motion was made to approve all correspondence above by Alderman Demuzio, seconded by Wagstaff, motion passed unanimously.

Public Comment

David Shelton of 503 Anderson appeared before the council to complain of a home at 506 Yard Street. Complaint was regarding cockroaches, garbage burning and dog running loose.

Old Business

Open and Except Sealed Bids on 1000 and 1020 N. Broad – bid was opened for 1000 and 1020 N. Broad, bid was for $10,000.00 by Custom Trailers, motion was made to accept bid, by Alderman Demuzio with buyer covering closing costs, seconded by Link, motion passed unanimously.

Intergovernmental Agreement – Discussion took place regarding agreement between the city and park board. A new agreement has been created by the city to be presented to the park board. A motion was made to present to the park board and allow 30 days for review Alderman Link, seconded by Demuzio, motion passed unanimously.

Update 2026 Budget – Special meeting has been set for April 28th to pass the budget and the completed budget will be approved at the next finance committee meeting per Alderman Harber.

New Business – None

Motion was made by Alderman Downey to go into executive session at 6:29 p.m., seconded by Demuzio, motion passed unanimously.

Executive Session

The Purchase of Lease of Real Property for the Public Body – including meetings held for the purpose of discussing whether a particular parcel should be acquired / Potential Litigation

Motion was made to end executive session at 6:39 by Alderman Downey, seconded by Demuzio, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:41 p.m., seconded by LeVora motion passed unanimously.
