City of Carlinville City Council met April 28.

Here are the minutes provided by the council:

SPECIAL CITY COUNCIL MEETING

PRESENT: Alderman Demuzio, Alderman Ober, Alderman Wagstaff, Alderman Reese, Alderman Link, Alderman Harber, Alderman LeVora, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Budget Officer Linda Boente, City Treasurer Jody Reichmann, Bobbi Bates, Zoning and Economic Development Absent: Alderman Downey

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by LeVora, motion passed unanimously.

Approval of Bills - Motion was made to approve bills by Alderman LeVora, seconded by Ober, motion passed unanimously.

Correspondence

109 West Shrimp Boil – Motoin was made to approve and place on file by Alderman Harber, seconded by LeVora, motion passed unanimously

Rotary Halloween Parade - Motion was made to approve and place on file by Alderman Demuzio, seconded by Ober, motion passed unanimously

Public Comment

The mayor thanked Dusty Hunt of Awesome Ink for donating the new seal in the council chamber.

Alderman Ober reminded the public that it is mowing season, and residents were remined that ordinance violations will be issued for tall grass.

Andrea Duncan who serves on the tourism committee expressed her disapproval of the removal of the planters on the square.

Alderman Harber gave a current budget review.

Old Business

Budget 2025-26 – Motion was made to approve 2025-26 budget by Alderman Ober, seconded by Wagstaff, motion passed unanimously.

Pay Ordinance- Motion was made to pass updated pay ordinance by Alderman Demuzio, seconded by LeVora, motion passed 6-1, with one abstention from Wagstaff. Schein Water Tower Repairs – Don Taul from Woodard and Curran explained the tower repairs. The riser pipe needs to be replaced. A motion was made to use Neumann Company Contractors for a price not to exceed $217,700.00, by Alderman Harber to make the necessary repairs, seconded Link, motion passed unanimously

New Business

Dutch Lane Project Approval – Replacement of 2” lines will be made on Dutch Lane. Replacing with 4” or 8” lines and making various repairs, for a price of $147,392.00. Motion to approve was made by Alderman Harber, seconded by Link, motion passed unanimously.

Proposal for Elimination of 2” Water Mains – Motion was made to approve study by Woodard and Curran to evaluate the entire city for 2” water line replacement to 4” lines for a price of $20,000.00, by Harber, seconded by Demuzio, motion passed unanimously.

Proposal for WWTP NARP – Motion was made to approve cost of $40,000.00 for Nutrient Assessment Reduction Plan for the WWTP, by Alderman Demuzio, seconded by Link, motion passed unanimously.

Proposal to Officially Seek Funding for WWTP – Motion was made to approve $35,000.00 expenditure for waste water treatment plant funding application for continued assistance by Alderman Demuzio, seconded by Wagstaff, motion passed unanimously.

Purchase 8” Water Main from MB Construction – decision was made not to purchase excess material/piping used by MB Construction on the Route 108 project, due to lack of storage space.

Motion was made by Alderman Wagstaff at 6:45 p.m. to go into executive session, seconded by Demuzio, motion passed unanimously.

Executive Session

The Purchase of Lease of Real Property for the Public Body – including meetings held for the purpose of discussing whether a particular parcel should be acquired

Motion was made by Alderman Wagstaff at 6:48 p.m. to come out of executive session, seconded by Demuzio, motion passed unanimously.

Purchase of Real Estate – tabled.

Motion to adjourn was made by Alderman LeVora at 6:48 p.m., seconded by Demuzio motion passed unanimously.
