City of Carlinville City Council met May 19.

Here are the minutes provided by the council:

PRESENT: Alderman Ober, Alderman Wagstaff, Alderman Brockmeier, Alderman Link, Alderman Reichmann, Alderman Gracey, Alderman Reese, Alderman LeVora, Mayor Downey, City Clerk Mary Heller, Budget/Treasurer Linda Boente, Chief Derek Graham

Approval of Previous Minutes - Motion was made to approve both sets of minutes by Alderman Ober, seconded by Alderman Wagstaff, motion passed unanimously. 8-0

Approval of Bills - Motion was made to approve bills by Alderman Brockmeier, seconded by Alderman Reichmann, motion passed unanimously. 8-0

Correspondence

Art Festival Request

Library Board of Trustees

Motion was made to approve all correspondence above by Alderman Link, seconded by Alderman Ober, motion passed unanimously.8-0

Public Comment – Mayor Downey thanked our Public Works and Public Safety Departments for all the storm help on Friday May 16, 2025. Mayor Downey also thanked the County for providing the Police Department with a generator during all the storm outages. Mayor Downey announced that it is National EMS week and to thank all the EMS workers in and around our community. Mayor Downey reminded everyone that Thursday May 22, 2025 is the State of the City Presentation at 6:00p.m.

New Business

Swearing in of Alderman – Mayor Downey sworn in Alderman Elect John LeVora.

Approval of Administrator for IMRF (Illinois Municipal Retirement Fund) – Motion was made to approve that our new city clerk, Mary Heller, can take over as the administrator for our IMRF account by Alderman Reichmann, seconded by Alderman Ober, motion passed unanimously. 8-0

Approval of Proposal of Locis Upgrade – Motion was made to approve the proposal of Locis 8 upgrade for $5,600.00 and additional $185 to run Locis 7 historical data for one year by Alderman Reichmann, seconded by Alderman Link, motion passed unanimously. 8-0

Acceptance of 516 Anderson St. / Pay Back Taxes – Motion was made to take possession of 516 Anderson Street and pay the back taxes of $799.50 on it by Alderman LeVora, seconded by Alderman Brockmeier, motion passed unanimously. 8-0

New Mower for WWTP – Motion was made to approve and except the bid for a new law mower for the Wastewater Treatment Plant from Central Equipment Rentals for $13,451.99 by Alderman Ober, seconded by Alderman Reese, motion passed unanimously. 8-0

Police Department New Computers - Motion was made to approve and except the bid for new computers for the Police Department from Illini Tech for $14,037.00 by Alderman Ober, seconded by Alderman Link, motion passed unanimously. 8-0

Library Board Appointment – Motion was made to appoint Jessica Yeager to the Library Board of Trustees by Alderman Wagstaff, seconded by Alderman Reese, motion passed unanimously. 8-0

Motion to adjourn was made by Alderman Reichmann at 6:19 p.m., seconded by Alderman LeVora, motion passed unanimously. 8-0
