City of Carlinville City Council met June 16.

Here are the minutes provided by the council:

PRESENT: Alderman Ober, Alderman Wagstaff, Alderman Brockmeier, Alderman Link, Alderman Reichmann, Alderman Gracey, Alderman Reese, Alderman LeVora, Mayor Downey, City Clerk Mary Heller, Budget/Treasurer Linda Boente, Chief Derek Graham, Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing and City Clerk Deputy Julie Stults

Approval of Previous Minutes - Motion was made by Alderman Ober to approve the minutes, seconded by Reichmann, motion passed unanimously. 8-0

Approval of Bills - Motion was made to approve the bills by Alderman Reichmann, seconded by Alderman Wagstaff, motion passed unanimously. 8-0

Correspondence

Deputy City Clerk Resignation - Tabled

Budget Officer/Treasurer Resignation – Motion was made by Alderman Link to accept the resignation of our Budget Officer/Treasurer, Linda Boente, seconded by Alderman Ober, motion passed unanimously. 8-0

Rotary Club Ice Cream Social

Super Summer Weekend Request/July 26th

Motion was made to approve the two above correspondences by Alderman Brockmeier, seconded by Alderman Gracey, motion passed unanimously. 8-0

Public Comment

Alderman Randy Ober announced that it was Alderman John LeVora’s 70th Birthday.

Mayor Downey informed the council that there will be a Liberty Tree Celebrated on July 4th, 1:00-2:30 at the corner of Cherry Street and Alton Road.

New Business

Frank Miles – City Administrator Presentation – Frank Miles gave a presentation on how a City Administrator would be efficient for the City of Carlinville.

Employee Health Insurance Renewal – United Healthcare was the quote that the City Council thought as a good fit to offer to our Carlinville City Employees. Motion was made to accept the Health Insurance Quote from United Healthcare for $971.82 per an employee / $25,267.32 monthly premium by Alderman Ober, seconded by Alderman Link, motion passed unanimously. 8-0

Elm Street Listing – Motion was made to have an online auction for the city’s property at 614 Elm Street, giving Mayor Downey the power to set the minimum price by Alderman Reichmann, seconded by Alderman Gracey, motion passed unanimously, 8-0

Vandevanter Engineering Pump replacement for Briar Creek Lift Station - Motion was made to approve the Pump replacement for Briar Creek Lift Station for $18,125.00, by Alderman Brockmeier, seconded by Alderman Link, motion passed unanimously, 8-0.

FMC Engineering, Gear replacement for Secondary Clarifier at WWTP - Motion was made to approve the Gear replacement for Main Gear Drive on the Final Clarifier for $13,450, by Alderman Wagstaff, seconded by Alderman Reichmann, motion passed unanimously, 8-0.

Altorfer Cat, replace Mini Excavator - Motion was made to approve the New CAT 305-07 CR Excavator for $65,260, by Alderman Reichmann, seconded by Alderman Gracey, Alderman Link voted nay on the motion, which subsequently passed, 7-1.

Bids for Purchase of new Roller – Motion was made to approve the RD12L-90 Folding ROPS Tandem Roller for $19,975, by Alderman Link, seconded by Alderman Brockmeier, motion passed unanimously, 8-0.

Agreement with Carlson Law Group and Craven and Craven to pursue PFAS Litigation – Motion was made to accept the class action lawsuit against Aqueous Film-Forming Foam (AFFF) manufacturers, supplies, distributors, and any other responsible person or entity for any and all property damages sustained by Carlinville City due to the AFFF chemical contamination that occurred on or about the City’s property by Alderman Brockmeier, seconded by Alderman Ober, motion passed unanimously, 8-0.

Advertise for Deputy City Clerk Position/Approve temporary contract – The council had a discussion that the full-time deputy clerk will now be a part time deputy clerk for the minimum of 8 hours a week at her current rate, on a 3-month trial. Motion was made to approve this decision by Alderman Reichmann, seconded by Alderman Wagstaff, motion passed unanimously, 8-0.

Peace Keepers Ride - Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing spoke on this to inform the council that there will be a really big group coming through town that want to stop in Carlinville to have lunch during this ride. No date yet, just an FYI.

Advertise for Budget Officer/Treasurer – Motion was made to advertise for a budget officer/treasurer and return to the council with any inquiries by Alderman Ober, seconded by Alderman LeVora, motion passed unanimously, 8-0.

Motion to adjourn was made by Alderman Reichmann at 7:13 p.m., seconded by Alderman Brockmeier, motion passed unanimously. 8-0
