City of Carlinville City Council met July 7.

Here are the minutes provided by the council:

PRESENT: Alderman Ober, Alderman Wagstaff, Alderman Brockmeier, Alderman Link, Alderman Reichmann, Alderman Gracey, Alderman Reese, Alderman LeVora, Mayor Downey, City Clerk Mary Heller, Chief Derek Graham, Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing, City Attorneys Don and Joe Craven, and Kevin Garnett Representing Meco Engineering.

Approval of Previous Minutes - Motion was made by Alderman Ober to approve the minutes, seconded by Alderman Reese, motion passed unanimously. 8-0

Approval of Bills - Motion was made to approve the bills by Alderman Wagstaff, seconded by Alderman Brockmeier, motion passed unanimously. 8-0

Correspondence

Road Closures for Peace Keepers Ride (July 20, 2025)

Class of 1975 Correspondence

Motion was made to approve the two above correspondences by Alderman Ober, seconded by Alderman Gracey, motion passed unanimously. 8-0

Public Comment

Mayor Downey announced that he is trying to get a float or boat together for the Flotilla Parade on July 26, 2025 at 3:00 if anyone is willing to help or be on the float or boat.

Tim Dickison from 305 S. East Street informed the council about the Tuesday night protesting on the south side of the courthouse and how they all felt unsafe. He wants to know if the city could provide barricades for the protestors.

Bobbi Bates the Zoning Administrator, spoke about the new Historical Attraction Signs that will be coming soon.

New Business

Ordinance Authorizing Sale of 516 Anderson – Motion was made to pass ordinance by Alderman Ober, seconded by Alderman LeVora, motion passed unanimously. 8-0

Locis – Conduct Bank Reconciliation and Fees – Motion was made to let Locis (the city’s software system) do the bank reconciliation at the cost of $990 per month instead of hiring a budget officer at this time by Alderman Reichmann, seconded by Alderman Brockmeier, motion passed unanimously. 8-0

Ordinance / Utilities: Use of Groundwater Prohibited - Motion was made to pass ordinance by Alderman Reichmann, seconded by Alderman Brockmeier, motion passed unanimously. 8-0

Resolution of Authorizing Sale of 614 Elm Street - Motion was made to pass resolution by Alderman Link, seconded by Alderman Ober, motion passed unanimously. 8-0

Peddlers Ordinance - TABLED

226 N. West Street Clean Up/Lein/Bids – Motion was made to accept the bid from Lange Excavating for $4,000 to remove all debris and haul away and remove camper from property at 226 North West Street by Alderman Wagstaff, seconded by Alderman Ober, motion passed unanimously. 8-0

Altorfer Cat, replace Mini Excavator/Lease - Motion was made to lease the New CAT 305-07 CR Excavator for $65,260, by Alderman Link, seconded by Alderman Wagstaff, motion passed unanimously. 8-0

Appointment of New Treasurer – Motion was made to appoint Bill Fanning as the new treasurer with the salary of $11,500 by Alderman Link, seconded by Alderman LeVora, motion passed unanimously. 8-0

Meco/Shipman Blacktop Update – Kevin Garnett from Meco Engineering gave an update on the Shipman blacktop construction and gave an update on MFT and the process of IDOT.

Motion to adjourn was made by Alderman Reichmann at 6:31 p.m., seconded by Alderman LeVora, motion passed unanimously. 8-0
