PRESENT: Alderman Ober, Alderman Wagstaff, Alderman Brockmeier, Alderman Link, Alderman Reichmann, Alderman Gracey, Alderman Reese, Alderman LeVora, Mayor Downey, City Clerk Mary Heller, Chief Derek Graham, Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing.
Approval of Previous Minutes - Motion was made by Alderman Ober to approve the minutes, seconded by Alderman Reese, motion passed unanimously. 8-0
Approval of Bills - Motion was made to approve the bills by Alderman Reichmann, seconded by Alderman Brockmeier, motion passed unanimously. 8-0
Correspondence
Community Recovery Event - Motion was made to approve the Community Recovery Event on the inside of the square on September 13, 2025 11am-3pm by Alderman Ober, seconded by Alderman Gracey, motion passed unanimously. 8-0
Reno's Block Party - Motion was made to approve the Reno's Block Party at West 1st North Street on August 9, 2025 4pm-11pm by Alderman Reese, seconded by Alderman LeVora, motion passed unanimously. 8-0
Police Commissioner Resignation - Motion was made to accept the resignation of Police Commissioner Bill Fanning by Alderman LeVora, seconded Alderman Link, motion passed unanimously. 8-0

Mayor Downey announced a Special Meeting on Monday July 28, 2025 at 6:00 at City Hall.
Ed Taylor from 202 E 1st North Street shared a negative experience he had dealing with a city administrator.

City Administrator Presentation Jacob Fleming - Mayor of Litchfield Jacob Fleming came and spoke to the Alderman about the benefits and positive effects of a city administrator.
Swearing in of Treasurer - Mayor Downey sworn in the New Treasurer Bill Fanning.
Appointment of Police Pension Board - Motion was made to reappoint Emily Hays to the Police Pension Board by Alderman Ober, seconded by Alderman LeVora, motion passed unanimously. 8-0
Appointment of Police Commissioner - Motion was made to appoint BJ Vineyard as a Police Commissioner by Alderman Ober, seconded by Reese, motion passed unanimously. 8-0
Looking for Lincoln - Alderman Wagstaff spoke on a heritage coalition that the tourism committee is looking into joining. She is hoping for Carlinville to become an emerging community with Looking for Lincoln.
Approval to put Sealing City Hall Parking Lot out for Bid - Motion was made to put sealing City Hall parking lot out for bid by Alderman Brockmeier, seconded by Alderman Ober, motion passed unanimously. 8-0
Roof Permit Extension - Motion was made to wave the roof permit fees for an extended 3 months from today by Alderman Ober, seconded by Alderman Brockmeier, motion passed unanimously. 8-0
New Squad Cars for Police Department - Motion was made to purchase 3 new squad cars for the price of $141,133.00 with quarterly payments for 4 years by Alderman LeVora, seconded by Alderman Link, motion passed unanimously. 8-0
Ordinance Officer Specialty Position - Motion was made to increase the roster by 1 for a specialty position (code enforcement officer) for the police department by Alderman Ober, seconded by Alderman Reese, motion passed unanimously. 8-0
Ordinance for all plated Illinois Vehicles/Trailers - Motion was made to forward to the City's Attorney to amend the City's ordinance and instead of all motor vehicles it will be all vehicles and trailers parked outside a residence will have to be plated by Alderman LeVora, seconded by Alderman Link, motion passed unanimously. 8-0
Audit Letter of Intent - Motion was made to approve the letter of intent from Carlinville CPA Group, LTD for the city's audit, standard audit between $40,000-$44,000 and $10,000-$15,000 for the single audit by Alderman Link, seconded by Alderman Wagstaff, motion passed unanimously. 8-0
Temporary Approval of Man Powered ONLY Lake Recreation - TABLED
Motion to adjourn was made by Alderman Ober at 6:31 p.m., seconded by Alderman Brockmeier, motion passed unanimously. 8-0
