City of Bunker Hill City Council met July 16.

Here are the minutes provided by the council:

1. CALL TO ORDER, ROLL CALL, PLEDGE OF ALLEGIANCE, and COUNCIL PRAYER: Mayor Chapman called the meeting to order at 7:00 P.M.

Present: Mayor John Chapman, City Clerk Heather Kraus, City Treasurer Lisa Webb, Council Members Dave Schick, Betty Phelps, Rick Girth, Glenn Bruckert, Carlos Arzuagas, and Grover Webb, Police Chief Zach Girth, Attorney Todd Parish

Absent: None

2. REVIEW AND APPROVAL OF CONSENT AGENDA:

A. Review and Approval of Minutes and Reports: Reg. Mtg. Min., June 18, 2025; Public Hearing Min., June 30, 2025; Special Mtg. Min., June 30, 2025; Special Mtg. Min., July 9, 2025; Gaming Report, May, 2025; Hall Rentals, June, 2025; UTV Licenses June, 2025

D. Treasurer’s Reports: June, 2025:

The motion was made by Council Member Phelps to approve the Consent Agenda. The motion was seconded by Council Member Bruckert.

3. REVIEW AND APPROVAL OF EXECUTIVE SESSION MINUTES: Wednesday, June 18, 2025. The motion was made by Council Member Phelps to approve the Executive Session minutes of June 18, 2025. The motion was seconded by Council Member Bruckert.

Motion carried.

4. OLD BUSINESS:

A. Non-Home Rule Sales and Tax Ordinance: Reminder for consideration.

B. City Shed Repair Update: The approved bid from Bill Farris was sent to the insurance adjuster. We are waiting on the decision by the adjuster for the approval of the bid project. There will be an update at the next meeting.

5. NEW BUSINESS:

A. Ordinance Violation Discussion: The Radmachers did not appear to discuss the issue. Council Member Bruckert informed the Council that he has been communicating with property owner for whom the violation warning was issued. The property owner is building a fence, but materials were stolen from the lot delaying completion, he will move the trailer to a less obvious place on the lot and the trailer is not being used for storage.

B. Pumpkin Run Fundraiser: Council Member Arzuagas made the motion to approve the Pumpkin Fund Raiser for the Library and Council Member Phelps made the second. The Pumpkin Run is set for October 4th, 2025 to follow the map included in the packet.

C. Batting Cage Installation at MWP: Joe Badalato did not appear to discuss the installation of the batting cages. Council Member Webb informed the Council of the plans that the BHBS Club have to install permanent batting cages at the park. Discussion followed concerning the state of the existing batting cage and placement and foundation for the new, proposed cages. Council Member Girth will follow up with Joe Badalato.

D. Betsy Ross Flags: Council Member Phelps updated the Council concerning the donations to purchase Betsy Ross Flags for the Kiwanis Club to fly from end of December, 2025 to July 4, 2026 from the light poles. The response to this program has been tremendous.

E. Kiwanis Club Peanut Days Fundraiser: Council Member Bruckert made the motion to approve the Peanut Days Fundraiser for Sept. 19, 2025 from 6 am-10 am and 3 pm-6pm. Council Member Arzuagas made the second.

F. Personnel/Water Clerk Position: There was no additional information or action needed at this time. G. Approval to Keep Executive Session Minutes Closed: Council Member Bruckert made the motion to keep Executive Session Minutes from 2024.9.14, 2025.02.12, 2025.05.14, and 2025.06.18 closed. Council Member Schick made the second.

H. Approval of Ordinance 2025-07 FY 25 Tax Levy: Council Member Bruckert made the motion to approve Ordinance 2025-07 FY 25 Tax Levy in pamphlet form. Council Member Girth made the second.

A. EXECUTIVE REPORTS:

Public Works: Mayor Chapman summarized that the Public Works employees were busy with mowing, patching, weed control, etc. The Alton St. pump installation is waiting on FloSystems to complete

A. Police Department: Chief Girth summarized his reports. One hundred thirty-eight service calls were made. Regular Business checks were conducted. Reporting was completed.

B. City Clerk: The clerk requested that the Council choose an engineering company to complete the Resi plan and begin working on the project for the 2025 CEJA allotment. The grant for the police cameras was denied. Training certifications are due for all employees and elected officials. Work is progressing to resolve some property issues on Hickory St. and reporting and compliance work is on schedule.

C. Committee Reports:

1. Gov./Ord.-Food Trucks: No update.

2. Parks and Property: Park Policies-no update.

3. Economic Development: Cloud 9 Football-the event is on track and there are flyers around town with specific information on the August 16th event.

B. ATTORNEY REPORT: Mr. Parish explained the new legislation requiring/suggesting that municipalities adopt building codes. The Council will not be taking action concerning this issue at this time.

C. COMMENTS FROM VISITORS: Bill Hanks explained some of the issues he was having procuring peanuts for the Kiwanis Club Fundraiser.

D. ROLL CALL FOR CONCERNS FROM COUNCIL MEMBERS:

None

E. EXECUTIVE SESSION: None

F. AFTER EXECUTIVE SESSION ACTION: None

G. ADJOURN: Council Member Bruckert made the motion to adjourn the Regular Council meeting of July 16, 2025. Council Member Schick made the second. Unanimous Voice Vote carried the motion. The Regular Council Meeting of the City of Bunker Hill of July, 2025 was adjourned at 8:43 pm.
