City of Salem City Council met Sept. 15.

I. Call to Order
The Public Hearing for the proposed Open Space Land Acquisition and Development Program (OSLAD) grant application was convened in the Council Chambers of Salem City Hall on September 15, 2025. Mayor Nicolas Farley called the meeting to order at 5:45 PM.

II. Public Comment
Mitch Hardiek, with Milano & Grunloh Engineers, LLC, gave an overview of the OSLAD grant and why the City was applying for it. He indicated Bryan Memorial Park Improvements are proposed to include the addition of an ADA restroom, pickleball courts, a sunshade at the pool, two (2) picnic shelters, additional shelters at the fitness equipment, stage, and playground hill, in addition to other amenities.
The budget was presented for items that would be included in the OSLAD grant. The total project cost is approximately $600,000. The City is eligible for up to 50% funding assistance. The proposed improvements are estimated to cost approximately $527,000 for construction and $73,000 for engineering/CPA costs. The floor was opened for discussion and any questions. There was no other comment from the public.
