City of Carlinville City Council met Sept. 17.

Here is the minutes provided by the council:

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Direso, Alderman Downey, Alderman Heigert, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Absent: Administrator Steve Parr

Approval of Previous Minutes - Motion was made by Alderman Downey to approve minutes, seconded by Direso, motion passed unanimously.

Budget Officer Report/Treasurer’s Report/Police Report/Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Direso, seconded by Downey, motion passed unanimously, after discussion and explanation from Atty. O’Brien regarding Dan Schuering’s bills.

CHS Soccer Boosters

Unhinged Law Enforcement Motorcycle Club

Motion was made by Alderman Downey, seconded by Direso to approve all correspondence and place on file, motion passed unanimously.

Public Comment

Alderman Toon asked Dan Held when the depth would be measured on Lake 2, Held said it is scheduled for September 24, 2018.

Old Business

IARWC Update – Alderman Campbell reported that the grant application is now at the federal level, she hopes to bring good news with her next report.

New Business

Global Technical Systems Inc./ Outdoor Warning Siren System – Public Safety Chair Campbell reported from Public Safety Committee meeting that the warning siren needs to be replaced at city hall. A larger siren was suggested due to the location of the hospital now. A quote from Global Technical Systems for $29,775.00 was approved after a motion was made by Alderman Campbell, seconded by Heigert, motion passed unanimously.

Zoning Advisory Report - tabled

Citywide Clean Up / October 12th and 13 / FYI / Flyer included in the packet and available in city hall and public works department

Loveless Park Sidewalk/ Winning Comminutes is considering placement of a sidewalk on Loveless Parkway with consent from the city regarding the plan. Discussion took place with Dan Held regarding the pros and cons of placement of the sidewalk, no action taken.

Gunning/Gray Cabin Lease Transfer – Chair of lake committee Alderman Downey recommended approval of lake lease transfer from Gunning to Gray, motion was made by Alderman Downey, seconded by Heigert, motion passed unanimously.

Executive Session - Litigation - tabled

Motion to adjourn was made by Alderman Downey at 7:33 p.m., seconded by Brockmeier

motion passed unanimously.
