City of Carlinville Council met Nov. 5.

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Direso, Alderman Downey, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Dave Haley, Woodard and Curran Representative Dan Held, Absent: Alderman Heigert, Zoning Administrator Steve Parr
Approval of Previous Minutes - Motion was made by Alderman Downey to approve minutes, seconded by Campbell, motion passed unanimously.
Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion to approve bills was made by Alderman Direso, seconded by Campbell, motion passed unanimously.
Correspondence
Muller & Muller, Ltd. – Motion was made by Alderman Direso to approve and place correspondence from Muller & Muller, Ltd, regarding award for design of the train station on file, seconded by Toon, motion passed unanimously.
Public Comment
Superintendent Becky Schuchman, Jessica Ryan and Lori Reiher were here from the Carlinville School District to make a presentation regarding their “Rock the Block” event that took place this past summer in preparation to the start of school. The event provided school supplies, shoes, haircuts, etc. to students in preparation for the start of the new school year. It was open to all students, Pre-K to 12th grade of the school district. Their purpose was to educate the council and elected officials of the program started last year and to thank the city and community for their involvement. Superintendent Schuchman also informed the council of a grant awarded to the district from Elevate Energy Ameren of a 10,000.00 donation to the district.
Alderman Oswald announced the finance committee meeting will be moved to Tuesday, November 13th at 5:30 p.m., due to the Veterans Day holiday.
Mayor announced there will be a hands-on demonstration and tree planting sponsored by the Tree City Committee and the Park District on Saturday November 17, from 1-3 p.m. at the Park Board Building.
Old Business
IARWC Update – Alderman Campbell reported that the IARWC is moving forward with securing funding. She did not have much to report since last update. Alderman Toon asked for a copy of the letter of condition from IARWC. Alderman Campbell stated she would provide a copy.
Quiet Zone for Train – Alderman Toon asked for an update on the quiet zone application for the trains traveling through Carlinville from Attorney O’Brien. He reported he is still working on the application.
Moniger Excavating Invoice – Alderman Direso explained this bill was for the sink hole at 330 W. First North emergency repair for $19,850.00, motion was made to pay by Alderman Direso, seconded by Bilbruck, motion passed unanimously.
New Business
Fair Housing Resolution – Mayor explained we must have a Fair Housing Resolution on file for some grant applications. Motion was made to pass by Alderman Toon, seconded by Campbell, motion passed unanimously.
Ordinance Adopting a Policy Prohibiting Sexual Harassment – First Read
Attorney O’Brien explained there is a slight change in the ordinance of number of days to file a claim. Changes were made at the state level, must be adopted by the city. First read only. No action
Executive Session - Litigation - tabled
Motion to adjourn was made by Alderman Downey at 7:25 p.m., seconded by Campbell motion passed unanimously.
