1.A motion to accept the minutes from the December 6, 2018 meeting.

2.*** to be passed only at the first monthly City Council meeting. A motion to direct

the City Clerk to transfer funds from the city sales tax to the City�s general fund to issue

checks and authorize to pay the bills.

1.Streets � Kassidy Paine � A motion to approve a change order modifying the substantial completion date for reconstruction of W. St. Johns Street from December 15, 2018 to April 1, 2019 due to the increased chances of inclement weather.

2.Streets � Kassidy Paine � A motion to approve an Ordinance to install �No Parking� signs on both sides of Skyview Drive within the Route 66 Industrial Park.

3.Lake � Dave Hollo � A motion to authorize W.J. Scott Company to complete the scope of work for the Marina 1 Underground Storage Tank as proposed to correct the issues cited in the Notice of Violation (UST) issued by the Office of the Illinois State Fire Marshal for the minimum projected total of $3,695, but not to exceed $4,700.

4.Lake � Dave Hollo � Discussion with possible motion to approve payment of $6,300 to Crawford, Murphy & Tilly for Lake Yaeger Recreational Area easement work.

5.Water � Dave Hollo � A motion to purchase a new spectrophotometer from USA BLUEBOOK for a cost not to exceed $4,13.60 plus shipping.

6.Water � Dave Hollo � A motion to approve a Water Purchase Agreement with the KAHO Public Water District.

7.Economic Development � Ray Kellenberger � 1) A motion to approve an Ordinance authorizing and directing the issuance, sale and delivery of general obligation bonds (alternate revenue source), series 2018, of the City; providing for the levy and collection of an annual tax for the purpose of paying principal of and interest on the bonds as they become due; and authorizing certain other documents and action in connection therewith. 2) A motion to approve the Tax Compliance Procedures for the tax-exempt bond.

8.Economic Development � Ray Kellenberger - A motion to approve the Environmental Record Review (ERR) proposals and Phase I ASTM Survey for each of the following grant application projects as required for funding through the Illinois DCEO CDBG Funds:

1) 120 Industrial Drive ERR

2) 414 N Old Rt 66 ERR

3) Illinois Street between Union Ave and Ryder Street ERR

4) South Ditch Drainage Area. South East Quadrant ERR

5) 120 South Industrial Drive Phase I

6) 414 N Old Rt 66 Phase I

9.Economic Development � Ray Kellenberger � A motion to amend Resolution 5-18 Commitment of Local Funds.

10.Police - Tim Wright - A motion to approve repairs for vehicle damage. Quotes to be provided at the City Council meeting.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1.�The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body�� (5ILCS 120/2(2)(C)(1).

4.�Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.� (5ILCS 120/2(2)(C)(11)
