City of Carlinville City Council met Nov. 19.

Here is the minutes provided by the council:

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Downey, Alderman Heigert, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Direso,

Approval of Previous Minutes - Motion was made by Alderman Toon to approve minutes, seconded by Oswald, motion passed unanimously.

Budget Officer Report/Treasurer’s Report/Police Report/Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Downey, seconded by Heigert, motion passed unanimously.

Public Comment

Mayor announced tomorrow night will be the lighting of the tree and lights on the square at 6 p.m.

Old Business

IARWC Update – Alderman Campbell reported there had been no meeting yet this month, but she did refer to an item that appears later on the agenda regarding engineering fees for connection to IARWC. She reminded the council and public that as we have discussed before each entity is responsible for the cost to connect, upgrade mains, etc. The USDA loan will be for main water plant, wells, engineering, legal fees, easements, etc. The USDA will be guiding the water company though the project once the loan has been made, there is a 5-million-dollar contingency for overages figured into the IARWC’s budget for the project. Alderman Toon stated that she did receive a letter from Alderman Campbell regarding her request for the letter of condition. Alderman Campbell referred her directly to the water company and their legal counsel. Discussion took place, no action.

Ordinance Adopting a Policy Prohibiting Sexual Harassment – Second Read/Motion was made to approve ordinance by Alderman Downey, seconded by Campbell, motion passed unanimously.

New Business

Eagle Scouts Recognition – the mayor recognized Eagle Scouts Grayson Armour and Seth Evans. Seth Evans was recognized from his project building steel fire pits that were placed at Lake Williamson. Grayson Amour replaced florescent lights at the jail with LED lights for his project.

Council Dates 2019

Cookout Dates 2019 – council and cookout dates for 2019 were approved after a motion was made by Alderman Downey, seconded by Heigert, motion passed unanimously.

Diamond Brothers Renewal – Mitch Newell from Diamond Brothers presented the renewal for 2019, our coverages will remain with Chubb, Bliss McKnight, and Workers Comp with IMRF. There is approximately a 3% increase in price. Annual premium will be $172,251.00, motion was made to approve by Alderman Oswald, seconded by Heigert, motion passed unanimously.

Engineering Not to Exceed $10,000 for Connection to IARWC System – Dan Held from Woodard and Curran spoke regarding budgeting for next year. He would like approval for and engineering study regarding the connection to the IARWC System. He presented a map of the connection, a study would help provide information needed for equipment that will be needed at our current water plant and provide information for what upgrades need to be made, if an emergency connection is needed. Lengthy discussion took place regarding the study. A motion was made by Alderman Oswald and seconded by Campbell for Held to acquire bids from engineering firms for the study. The motions were rescinded after more discussion took place and a motion was then made to allow Held to obtain request for proposals from engineering firms for a study regarding the connection to the IARWC by Alderman Oswald, seconded by Campbell, motion passed with Bilbruck voting nay.

Pursue Permit with IEPA & Feeding New Chemical at Water Plant – Dan Held asked to pursue a permit with the IEPA to feed a new chemical called Oracle to begin to clean mains preparing for a change in the water source. Build up can cause issues inside citizens homes. A motion was made to approve by Alderman Downey, seconded by Heigert, motion passed unanimously.

Tax Levy Ordinance – First Read – Alderman Bilbruck suggested that the money that was levied in prior years for the Fire Department be used for a sidewalk program.

Motion to adjourn was made by Alderman Downey at 8:08 p.m., seconded by Brockmeier motion passed unanimously.
