1. A motion to accept the minutes from the January 3, 2019 meeting.

2. *** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Lake – Dave Hollo – A motion to accept a proposal from Professional Services Industries, Inc., for the amount of $5,548 for physical and lab testing materials for the infrastructure for Eagle Ridge Subdivision and authorize the Mayor to sign the agreement.

2. Lake – Dave Hollo – A motion to accept a proposal from Crawford, Murphy & Tilly (CMT) for professional services for bidding, construction observation and administration portion of the internal infrastructure improvement for Eagle Ridge Subdivision for $55,000 and authorize the Mayor to sign the agreement.

3. Lake – Dave Hollo – A motion to approve W.J. Scott Company to complete the scope of work for the Marina 1 Underground Storage Tank as proposed to correct the issues cited in the Notice of Violation (UST) issued by the Office of the Illinois State Fire Marshal for the new minimum projected total of $7,957.17, but not to exceed $9,000.

4. Economic Development – Ray Kellenberger – A motion to approve a proposal from Professional Service Industries Inc., for the amount of $21,600.50 for physical and lab testing of materials for the infrastructure for the Litchfield I-55 Commerce Center and authorize the Mayor to sign the agreement.

5. Economic Development – Ray Kellenberger – A motion to approve a proposal from Crawford, Murphy & Tilly for construction services for bidding and construction observation and administration for internal infrastructure and Route 16 improvements for the Litchfield I55 Commerce Center at a cost of $192,500 and to authorize the Mayor to sign an Agreement for Professional Services.

6. Economic Development – Ray Kellenberger – A motion to approve the Environmental Record Review (ERR) proposal from Michael Bruner and the Phase I ASTM Survey from Terracon for the Illinois DCEO CDBG Economic Development Business Grant Program for Worksaver Inc., for an amount not to exceed $4,700.

7. Police – Tim Wright – A motion to approve a contract with Montgomery County Sheriff’s Office for phone and dispatching services from December 1, 2018 to November 30, 2019 in the contract amount of $141,369 and authorization for the Mayor to sign the agreement.

8. Administration – Woodrow Street – A motion to approve an ordinance annexing parcel 10-34-481-001, Howard Street.

9. Fire – Woodrow Street – A motion to approve the acceptance of parcel 10-33-390-010, 203 N. Van Buren, to be donated to the City of Litchfield.

10. Fire – Woodrow Street – A motion to approve the purchase of a 14-inch gas powered cut-off saw with 14-inch Super Vac Tiger Tooth Blade at a cost not to exceed $1,479 from Banner Fire Equipment and authorize the City Clerk to issue a check upon satisfactory delivery.

11. Building & Zoning – Ray Kellenberger A motion to approve an ordinance allowing an Amendment for a Zoning Change defined in the Zoning Ordinance 2831 section 150.167 titled “Amendments” from (C-2) General Commercial to (S-1) One Family Residence. At the location 311 East Union Ave. Litchfield, IL. For the purpose of a single-family residence.

                                                           Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

3. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
