City of Greenville Council met Dec. 18.

Adjourn: At 7:42 p.m., motion by Littlefield, seconded by Carpenter, to adjourn city special council meeting held in conjunction with the Bond County
Board Meeting.

Intergovernmental Agreement for Animal Control:
The City Council joined the Bond County Board meeting at 7:15 p.m. when the Bond County Board reached the Animal Control Intergovernmental Agreement agenda item. City Manager Willey and County Board Chairman Elmore provided some background information regarding the existing agreement, previous discussions and the desired intent of the new agreement. Chairman Elmore suggested that the County Board’s audit report be used to determine prior year’s (2016, 2017 and 2018) cost sharing based on annual animal control revenues less expenses reflected in the audit report, then adjusted for the city portion of paid animal control expenses. It was the consensus that final determination of the amounts would be worked out by the County Clerk and City Finance Director. The agreement was written with each entity to share equally in the revenues and expenses, and the final cost for animal control would be split equally. After some discussion and input from the City Attorney and States Attorney, it was the consensus of the two boards. The Bond County Board voted and approved the Intergovernmental Agreement as presented. Motion by Gillard, seconded by Littlefield, to approve the Intergovernmental Agreement between the City of Greenville and Bond County to share equally in the expense of the animal control program, with the allocation to be worked out between the County Clerk and Finance Director.
