1. A motion to accept the minutes from the February 21, 2019 meeting.

2. *** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Lake – Dave Hollo – A motion to approve the purchase of two 6-foot Backless Garden Recycled Plastic Benches and one 55-gallon Heavy-duty Squared Recycled Plastic Trash Receptacle.

2. Lake – Dave Hollo – Discussion with possible action on a scope of services preliminary engineering and environmental services Lake Lou Yaeger Sedimentation basins and shoreline protection for the Section 319 grant.

3. Lake – Dave Hollo A motion to amend ordinance no. 3531 setting the 2019 Lake Lou Yaeger fees.

4. Administration – Woodrow Street – A motion to establish a change order/pay request board composed of the Mayor, the Alderman liaison for water, and the City Administrator to approve recommending any change orders or pay requests to the City of Litchfield’s I55 Industrial Park Watermain contract. The levels of authority required for change order reviews and pay requests will be as follows:

5. Building & Grounds – Mark Brown – A motion to approve a proposal from AceSign Co for the Litchfield west side entrance sign and authorize the Mayor to sign the agreement and the City Clerk to cut a check.

6. Building & Grounds – Mark Brown – A motion to approve contracting services with Evan Lloyd Associates, Inc for architectural services on the Carnegie building for an amount not to exceed $11,800 and authorize the Mayor to sign the agreement.

7. Building & Grounds – Mark Brown A motion to approve the solicitation for mowing services.

8. Building & Zoning – Ray Kellenberger – A motion to approve an ordinance revising the City of Litchfield Building Permit fee structure.

9. Economic Development – Ray Kellenberger – A motion to approve Pay Request #1 from Legends Underground Utilities Inc. for the amount not to exceed $236, 516.05 and authorize the Mayor to sign the request and the City Clerk to cut a check for the amount.

10. Economic Development – Ray Kellenberger – A motion to approve an agreement with Litchfield Unlimited Corporation for the costs associated with the demolition of the property commonly known as 120 W St. John Street for an amount not to exceed $100,000 and to authorize the Mayor to sign the agreement contingent upon legal counsel’s final review.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.” (5ILCS 120/2(2)(C)(1).

2. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

3. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
