1. A motion to accept the minutes from the March 7, 2019 meeting.

2. *** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Lake – Dave Hollo – A motion to approve the purchase of two (2) 45”W X 36”H Cork Bulletin Board Outdoor Message Centers constructed of plastic lumber with posts from Alphabet Signs for the quoted amount of $1,458.

2. Lake – Dave Hollo - A motion to approve an Ordinance declaring the Lake Department’s Brave Warrior 8hp log splitter bearing a property of City of Litchfield tag #1127 as surplus and to authorize it’s disposal by auction.

3. Lake – Dave Hollo – A motion to approve the purchase of Outdoor Exercise Equipment from Molanda Company for $7,473 and to authorize the City Clerk to issue a check upon satisfactory delivery.

4. Lake – Dave Hollo – A motion to approve the purchase of 7 HDPE (Solid Plastic) partition doors for the Bi-Centennial Shower House shower rooms from Sustainable Supply for $2,265 and to authorize the City Clerk to issue a check upon satisfactory delivery.

5. Fire – Woodrow Street – A motion to approve an Ordinance declaring a Fire Department American LaFrance Pumper bearing VIN/Registration N861 as surplus and to authorize its disposal by auction.

6. Tourism – Marilyn Sisson – A motion to approve a resolution providing reimbursement to the Litchfield Museum & Route 66 Welcome Center for one-eighth of one percent from the funds from the hotel operators’ occupation tax for an amount not to exceed $10,000 per year for a period of two years, expiring April 30, 2021.

7. Tourism – Marilyn Sisson – A motion to approve an agreement between the City of Litchfield and the Litchfield Museum and Route 66 Welcome Center and authorize the Mayor to sign the contract.

8. Streets – Art LeVoy – Discussion with possible action regarding replacement of approximately one hundred (100) feet of curb to re-adjust grade for storm water run-off on West St. Johns Street. If Council is agreeable to this, the substantial completion date of April 1st may also need to be extended.

9. Police – Tim Wright – A motion to declare the below listed vehicles as surplus and to authorize their sale at public auction: 1) 2003 Chevrolet Malibu VIN:1G1ND52J43M533357, 2) 2004 Chevrolet Malibu VIN: 1G1ND52F74M685792, 3) 2004 Nissan Sentra VIN: 3N1CB511D64L891087 and 4) 1998 Dodge Dakota Pickup VIN: 187GL22Y7WS502604.

10. Finance – Dwayne Gerl – Budget Workshop: Presentation by Budget Officers on the proposed 2019-2020 and 2020-2021 City of Litchfield Budget.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.” (5ILCS 120/2(2)(C)(1).

2. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
