1. A motion to accept the minutes from the March 21, 2019 meeting.

2. *** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Sewer – Dwayne Gerl – A motion to adopt an ordinance establishing a 2-year plan to increase sewer rates 12% for 2019/20 and 12% for 2020/21 to cover maintenance and operational costs.

2. Sewer – Dwayne Gerl – Discussion with possible action regarding a proposal for an amendment from Crawford, Murphy & Tilly to the engineering services for the design phase of the pump station and force main for the Lake Yaeger sewer.

3. Water – Dave Hollo – A motion to adopt an ordinance establishing a 2-year plan to increase water rates, at 8% each year (2019/20 & 2020/21) to cover maintenance and operational costs.

4. Water – Dave Hollo – A motion to award bids of water treatment chemicals based upon the bid opening from March 26, 2019 as follows: LCH goes to Mississippi Lime, Powdered Activated Carbon goes to Thatcher, Permanganate, cationic polymer, and anionic polymer goes to Hawkins, Alum goes to USALCO and all others to Brenntag.

5. Finance – Dwayne Gerl - A motion to approve an Ordinance Adopting the Annual Budget for the City of Litchfield, Illinois for the fiscal year May 1, 2019 to April 30, 2020.

6. Finance – Dwayne Gerl – A motion to adopt an Ordinance, “Year Ending April 30, 2019 Budget Amendments” for the City of Litchfield.

7. Building and Grounds – Mark Brown – A motion to approve a mowing and trimming bid for the 2019 season (approximately twenty-nine times) for mowing and maintenance of various city-owned derelict properties around the community. Bids will be provided at the April 4th meeting.

8. Building and Grounds – Mark Brown – A motion to approve a proposal from the Southwell Company for a sign at Madison Park for a cost not to exceed $2,900 and authorize the Mayor to sign the agreement and the City Clerk to cut a check.

9. Administration – Woodrow Street – A motion to approve the contracting and use of dumpsters for the City Annual Clean-up with funds from the FY’ 19/20 Ward Improvement and Services Accounts.

10. Administration – Woodrow Street – A motion to approve the renewal of health insurance for the City employees effective May 1, 2019 to April 30, 2020 with Blue Cross Blue Shield through Scheller Insurance.

11. Administration – Woodrow Street – A motion to approve a contract with Foster & Foster Actuaries to prepare actuarial reports for the Police and Fire Fighter Pension Funds that are in compliance with GASB 67 and 68 reporting and authorize the Mayor to sign the engagement letters.

12. Administration – Woodrow Street - Discussion with possible action regarding water service for those who have been requested to annex.

13. Tourism – Marilyn Sisson – A motion to approve expenditures outlined in the Marketing Match Partnership Program (MPP) Grant application, contingent on grant award receipt, not to exceed $72,303.89, and authorize the Mayor to sign applicable contracts.

14. Tourism – Marilyn Sisson – A motion to approve expenditures outlined in the Tourism Attraction Program (TAP) grant application, contingent on grant award receipt, not to exceed $123,913.43, and authorize the Mayor to sign applicable contracts.

15. Economic Development – Ray Kellenberger – A motion to accept a bid from Gelly Excavating & Construction for the amount of $4,421,151.00 for the internal construction of Commerce Park on the westside of the interstate contingent upon EDA approval.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.” (5ILCS 120/2(2)(C)(1).

2. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

3. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
