Q1 2019 Recap: Parolees in Centralia convicted of crimes against children

There were two offenders convicted of crimes against children released on parole in Centralia during the first quarter, according to Illinois Department of Corrections data obtained by the South Central Reporter.

The data shows that both of the released offenders in Centralia were men. The younger parolee was a 37-year-old man sentenced in 2010. The other was a 53-year-old man sentenced in 2018.

The offender who was incarcerated the longest was Michael Foutch. He was convicted of a crime against one or more children in 2010 when he was 28 years old. He is now 37.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
