1. A motion to accept the minutes from the June 6, 2019 meeting.

2. *** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Police – Tim Wright – A motion to approve the hiring of a Litchfield Police Officer to fill the vacancy created by Chief Jarman’s retirement in April, 2019 and to authorize the Police and Fire Commission to issue a tentative offer of employment to their selected candidate from the active eligibility list.

2. Police – Tim Wright – A motion to approve entering into a 5-year Taser 60 agreement with Axon Enterprise Inc., to purchase ten (10) X26P smart weapons, fourteen (14) fifteen (15) foot standard cartridges, six (6) twenty-five (25) foot standard cartridges, seven (7) right handed holsters, three (3) left handed holsters, ten (10) XPPM Batter Packs, and twenty (20) hybrid twenty-five (25) foot cartridges and to authorize the Mayor to sign the agreement and the City Clerk to issue payment of $3,486 to Axon Enterprise Inc. The annual payment of $2,910 for the remaining payments.

3. Economic Development – Ray Kellenberger – A motion to approve a Resolution and Officer Certificate for the Illinois Housing Development Authority Abandoned Residential Property Municipal Relief Program grant.

4. Economic Development – Ray Kellenberger – A motion to approve contracting for the IDOT ITEP Sidewalk Project construction engineering services from CMT for an amount not to exceed $45,535.52.

5. Lake – Dave Hollo – A motion to approve the purchase and installation of four (4) Firestone tires from Taylor Tire for the John Deere 410J backhoe and to authorize the City Clerk to issue a check for the purchase upon satisfactory completion for the approved state bid amount of $2,245.64.

                                                   Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

2. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

3. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)

4. “Discussion of minutes of meeting lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. (5ILCS 120/2(2)(C)(21)
