Ordinance – Appropriations for Fiscal Year Commencing May 1, 2019 - April 30, 2020

Motion to approve payment of the materials only for the sidewalks and curbs for the First National Bank parking lot project along West Main Cross, Webster, and Market Streets, with First National Bank paying all labor costs, this contingent upon contractor providing requisite certificate of insurance and paying prevailing wage for all work completed on the City sidewalks and curbs

Motion to authorize and direct the Mayor to sign Vendor Invoice No. 204345 for Airport Project TAZ-4342 in the amount of $1,324.38 for professional services rendered from CMT and forward the request to the Illinois Department of Transportation for disbursement and approve payment of same pending receipt of disbursement

Motion to authorize and direct the Mayor to sign the Loan Repayment Amendment for Drinking Water Project : L174597 to include a total repayment amount of $20,370,585.22, which includes $750,000.00 in Principal Forgiveness

Motion to approve the agreement with the Taylorville Community Unit School District 3 to provide reimbursement for the School Resource Officer in the amount of $48,746.88

Motion to utilize funds from the totaled police vehicles to make a final payment on the loan for the 2018 Ford Police Interceptor in the amount of $20,956.29 plus $1.35 interest per day and make an additional payment on the loan for the 2018 Unmarked Police Interceptors(2) with the remaining balance, in total of $29,502.00

Motion to issue a Special Events Permit for the American Legion Peacekeepers Run on July 21, 2019

COMMITTEE REPORTS

Discussions and/or Motions to approve/adopt and/or deny and/or table and/or amend and/or refer to an appropriate Committee in whole or in part the matters regarding the following subject matters discussed at the Committee level:

Emergency Services –

Motion to recommend to the City Council to direct the Mayor to prepare a letter to send to the Police and Fire Commission to begin the hiring process to fill the vacancy in the Fire Department due to the resignation of Firefighter Kyle Rentfrow

Lake/Airport –

Motion to recommend to the City Council to approve the request and issue a Special Events Permit For Mid America Sport Parachute Club’s “Old Timers Boogie” to be held on August 16-18, 2019 on Airport property

Motion to recommend to the City Council to approve the request from Gary Merker to build a bike trail shelter on the lot located at 206 South Paw Paw Street at no cost to the City

Motion to recommend to the City Council to approve the request to allow Ricki Peters to install a new top on the existing boat house dock located at Lake Lot 339

Motion to recommend to the City Council to forward the suggested ideas for generating revenues to fund the dredging of Lake Taylorville to the Finance Committee for their recommendation

Motion to recommend to the City Council to allow Ferrill’s Ag Management LLC to spray the required areas for vegetation and brush control at a cost not to exceed $5,640.00 and allow the Lake Department to cut down trees on the banks and remove the accumulated debris

Motion to recommend to the City Council to forward the suggested application for the construction of any boat dock, boat house, ski lift or any other improvements or alteration to the City Attorney and the City Council for their recommendations

Water/Environmental –

Motion to authorize and direct the Mayor to sign Pay Request #24 from Plocher Construction in the amount of $193,912.50 for work on the New Water Treatment Plant and forward the request to IEPA Low Interest Loan Program for disbursement and approve payment of same pending receipt of disbursement from IEPA, this conditioned upon receipt of signed mechanics lien waivers in this amount and recommendation by the Project Engineer that the work has been satisfactorily performed

Motion to recommend to the City Council to pay Benton & Associates $33,957.50 for work performed related to the construction of the New Water Treatment Plant from May 26, 2019 through June 22, 2019

Motion to recommend to the City Council to pay Dickinson Hussman in the amount of $1,011.36 for work performed related to the construction of the New Water Treatment Plant from April 1, 2019 through June 30, 2019

Motion to recommend to the City Council to direct Mayor Barry to sign Plocher Change Order #3 in the amount of $119,993.78

Motion to recommend to the City Council to approve Longden Tree Service to remove four trees at the New Water Treatment Plant and one tree at the current Water Treatment Plant in the amount of $5,350.00 pending receipt of the City’s form contract

Motion to approve and/or ratify payment of bills ($256,661.25)

      • Per subparagraph (g) of 5 ILCS 120/2.06, this portion of the City Council Meeting is reserved for any person wishing to address the Council on any relevant subject matters concerning the City. The Illinois Open Meetings Act (5 ILCS 120/1 et seq.) mandates NO action shall be taken on subject matters not listed on the agenda, but the Council may direct staff to address the topic or refer the subject matter to a future Council and/or Committee Meeting. If anyone wishes to address the Council, please provide your name and address, limit your comments or presentation to three (3) minutes, and avoid repetitious comments. Thank you.
