Brownstown Community Unit School District 201 Board of Education met June 24.

Here is the minutes provided by the board:

The meeting was called to order by President Donald Bloemker at 7:00 P.M. The following members were present: Andy Elam, Kent Kistler, Randy Mason, John Schaub, Chad Towler, and Laura Willms. Also present were: Superintendent Mike Shackelford and Principals Jeff Wooters and Sherry Harmon. Guests present were Kayla Hingson.

Motion by Elam, seconded by Kistler that the consent agenda be approved as follows:

That the minutes from the Special Meeting of the Board of Education held on Wednesday, June 12, 2019 and the minutes of the Regular Meeting of the Board of Education held on Monday, May 20, 2019 be approved as presented.

Further, that the Treasurers' Report be approved as presented.

Further, that the list of bills be approved as presented.

Further, to authorize payment of building operational costs for the 2019-2020 school year from both the Educational Fund and the Operations and Maintenance Fund.

Further, to adopt a resolution establishing the Imprest Funds (Unit Office, Jr-Sr High School and Elementary School) for the 2019-2020 school year as follows: "WHEREAS, a need exists for an Imprest Fund for Brownstown Community Unit School District No. 201 and a resolution is necessary for official sanction: THEREFORE, BE IT RESOLVED by the Board of Education of Brownstown Community Unit School District No. 201 that an Imprest Fund shall be established July 1, 2019 through June 30, 2020, at an amount of Five Thousand Dollars ($5,000.00) with the First National Bank of Brownstown as depository for such fund; Be It Further Resolved that Mrs. Jacy Schaub be, and hereby is, appointed custodian of said fund and a bond appropriate for said custodian be purchased by District No. 201. Be it further resolved that said Imprest Fund shall be used for bills that cannot be conveniently held for the next Board Meeting, such as athletic officials' fees, textbook rental refund, dues, entry fees, postage, trip expenses, etc. Be it further resolved to authorize continuance of the Activity Funds for the Brownstown Junior-Senior High School and the Brownstown Elementary School".

Further, to appoint Steve Waltrip as the Designated Person for Asbestos Management for the 2019-2020 school year.

Further, to retain legal firm of Miller, Tracy, Braun, Funk and Guenther, Ltd. of Monticello, IL for legal counsel during the 2019-2020 school year at a cost of $100.00 per month.

Further, that the First National Bank of Brownstown be designated as depository for school district funds; Further, that the following be authorized for withdrawals in the various accounts:

Further, to delegate responsibility for investment of district funds to the School Treasurer. 

Further, to approve the Illinois Association of School Boards PRESS Plus Service Agreement for the 2019-2020 school year.

Further, to approve the Library Service agreement with ILLINET for the 2019-25020 school year at a cost of $206.14. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

At 7:05 P.M. a Public Hearing was held on the amended budget for the 2018-2019 fiscal year for the Brownstown Community Unit School District No. 201.

Motion by Schaub, seconded by Elam to adjourn to closed session at 7:20 P.M. to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. And to discuss collective negotiating matters between the District and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. This closed session is authorized under the Open Meeting Act, House Bill 411, Public Act 82-78, which allows the Board to consider such information. Motion by Mason, seconded by Kistler to come out of closed session at 7:53 P.M. Bloemker, Elam, Kistler, Schaub, Towler, Willms, Yes.

Motion by Mason, seconded by Kistler that the minutes of the closed session be approved. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Kistler, seconded by Elam that the escalating/de-escalating bid for milk from Stark Distributing of Pana, Illinois be accepted for the 2019-2020 school year as attached. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Elam, seconded by Bloemker that the bid for bread from Aunt Millie's Bakeries be accepted for the 2019-2020 school year as attached. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Elam, seconded by Schaub to approve the insurance carrier Ramza Insurance Group for casualty insurance for the 2019-2020 school year. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Elam, seconded by Towler to approve the insurance carrier State National for workers Approve

Motion by Elam, seconded by Bloemker to approve the salaries for Mike Shackelford,

Motion by Bloemker, seconded by Kistler to accept the resignation of Lisha Ledbetter as 5th grade Accept Letter of Teacher effective June 24, 2019. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Schaub, seconded by Mason to accept the resignation of Issac Grapperhaus as Assitant High School Baseball Coach effective June 24, 2019. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes

Motion by Schaub, seconded by Mason to accept the resignation of Josh Behrends as Jr High Girls Basketball Head Coach and High School Girls Basketball Assistant Coach effective June 24, 2019. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Kistler, seconded by Towler to employ Dylan Booher as Assistant High School Baseball Coach for the 2019-2020 school year. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes. 

Motion by Mason, seconded by Elam to approve the Fire Protection System Monitoring agreements with Security Alarm. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Elam, seconded by Schaub to approve an agreement with the Vandalia ED/BD program for the 2019-2020 school year. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Mason, seconded by Kistler to approve a Memorandum of Understanding addendum to the Collective Bargaining Agreement with the Brownstown Education Association and the Brownstown Education Support Personnel Association. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

The Board discussed the 2019 strategic concrete project bid from S & K Concrete.

Motion by Mason, seconded by Towler to approve the 2019 Pre-K closet project bid from Fulk Construction. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Schaub, seconded by Mason to approve the 2019 Pre-K outdoor classroom project bid from Strobel Construction. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Elam, seconded by Kistler to approve the purchase of a new Driver Education/District Van from Goeckner Brothers Inc. at the cost of $16,300.00 with the trade in of the 2008 Chevrolet Uplander. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Schaub, seconded by Bloemker to adopt the amended 2019-2020 School Calendar. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Schaub, seconded by Elam that the attached fiscal year 2018-2019 amended budget for Brownstown Community Unit School District No. 201 be adopted. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Bloemker, seconded by Mason to approve a resolution to declare surplus property, and disposal of said property. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

Motion by Schaub, seconded by Elam to authorize the Superintendent to issue requests for proposals for District projects and to conduct a comprehensive analysis of facilities that includes a technical and financial piece. Bloemker, Elam, Kistler, Mason, Schaub, Towler, Willms, Yes.

The Board discussed the 2019-2020 Master Class Schedules.

Motion by Schaub, seconded by Bloemker to adjourn at 9:50 P.M.
