Ordinance – An Ordinance Amending Paragraph A of Section 10-4-3 and Section 10-4-6 Of the Taylorville City Code (re: adding retail sales of mobile homes in trailer park as a Special Use in R-2 Zoning District)

Ordinance – Designating and Approving the First Amendment to the Taylorville Business Development District No. 1 and Imposing a Retailers’ Occupation Tax, A Service Occupation Tax and a Hotel Operators’ Occupation Tax in the Taylorville Business Development District No. 1 Amended Redevelopment Area

Motion to direct the City Attorney to prepare an Office Space Lease for a $1.00 annual rent concerning the Safe Passage Program

Motion to approve waiver of subparagraph B,C,J,K,L, and M of section 6-7-4 of the Taylorville City Code for Special Events Permit for Dear Yesteryear, provided mandatory liability insurance is maintained by Dear Yesteryear

Motion to approve the Plan Commission recommendations for the Site Plan for the Brad Tullis property on East Park with the additions of the fire hydrant and the condition of placing sidewalks once the existing sidewalks are improved

Discussions and/or Motions to approve/adopt and/or deny and/or table and/or amend and/or refer to an appropriate Committee in whole or in part the matters regarding the following subject matters discussed at the Committee level: 

Public Facilities – 

      Motion to recommend to the City Council to forward to the Finance Committee to discuss the use of funds in the Brick Staining Escrow Account for the roof repairs to the Taylorville Fire Department 

Street & Sewer – 

Motion to recommend to the City Council to direct City Attorney Romano to prepare all proper documents needed to purchase the Lift Station property on East Poplar Street from B&C Investments, Babe Assad, in the amount of $22,500.00 Motion to recommend to the City Council to approve the request and issue a Special Events Permit for Dear Yesteryear on September 7 and October 5, 2019, based upon approval of City Attorney to allow a 6 passenger, non-street legal golf cart on Lincoln Avenue and Northwestern Avenue from 9:00 A.M. – 6:00 P.M. 

Motion to recommend to the City Council to approve the request and issue a Special Events Permit for Meet the Machines on the Taylorville Square on Saturday, September 7, 2019 from 9:30 A.M. – 12:00 P.M. with permission to block off West Main Cross from Webster to Rene’s parking lot entrance, beginning at 7:00 A.M. 

Motion to recommend to the City Council to approve the request and issue a Special Events Permit to Taylorville High School for the Homecoming Parade on Wednesday, September 11, 2019 beginning at 5:30 P.M. with the school providing a current Certificate of Insurance at that time 

Motion to recommend to the City Council to approve the request and issue a Special Events Permit for the Annual Knights of Columbus Tootsie Roll Drive on Friday, September 13, 2019 and Saturday, September 14, 2019 from 8:00 A.M. – 5:00 P.M. at the corner of Webster and Main Cross upon receipt of current Certificate of Insurance 

Motion to recommend to the City Council to approve the request and issue a Special Events Permit for St. Mary’s Fall Fiesta on Friday, September 20, 2019 beginning at 4:00 P.M. – 9:00 P.M. on Sunday, September 22, 2019 

Motion to recommend to the City Council to approve the request and issue a Special Events Permit to Taylorville Memorial Hospital Auxiliary for their annual 5K Run/Walk Event to be held on Saturday, September 21, 2019 beginning at 8:00 A.M. 

Motion to recommend to the City Council to approve the Special Events Permit for Kiwanis Club Days for September 27 – 28, 2019 at the corner of Main Cross and Webster 

Motion to recommend to the City Council to forward to the Ordinance Committee for approval of a 4-way stop sign to be placed at the intersection of Long and Poplar 

Motion to recommend to the City Council to forward to the Ordinance Committee for approval of a 4-way stop sign to be placed at the intersection of Taylorville Boulevard and Park Avenue 

Motion to recommend to the City Council to allow Superintendent Wiseman to purchase 12 Omni-Site XR-50 Alarm Systems from Vandevanter Engineering in the amount of $8,188.72 

Motion to approve and/or ratify payment of bills ($286,724.92)

 • Per subparagraph (g) of 5 ILCS 120/2.06, this portion of the City Council Meeting is reserved for any person wishing to address the Council on any relevant subject matters concerning the City. The Illinois Open Meetings Act (5 ILCS 120/1 et seq.) mandates NO action shall be taken on subject matters not listed on the agenda, but the Council may direct staff to address the topic or refer the subject matter to a future Council and/or Committee Meeting. If anyone wishes to address the Council, please provide your name and address, limit your comments or presentation to three (3) minutes, and avoid repetitious comments. Thank you.
