Meet

City of Litchfield City Council met July 18.

Here is the minutes provided by the council:

Mayor Steven Dougherty called the Regular Meeting to order on July 18, 2019 at 6:30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine, Woody Street, and Ray Kellenberger. Absent: Tim Wright. The Mayor declared that a quorum was present.

Other Business:

Alderman Gerl made a motion, seconded by Alderwoman Sisson to accept the minutes of the July 2, 2019 meeting.

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright.

Motion carried.

OldBusiness:

None.

New Business:

Fire:

Alderman Street made a motion, seconded by Alderman Hollo to approve the purchase and installation of a monitored battery back-up system for both the Police and Fire Department communication systems at the south water tower from Global Technical Systems Inc., at a cost not to exceed$ 2, 137 and authorize the City Clerk to issue a check upon satisfactory completion. The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright.

Motion carried.

Alderman Street made a motion, seconded by Alderman Gerl to approve an Ordinance declaring a

wood office desk and a metal credenza as surplus and to authorize the disposal by auction. The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright.

Motion carried.

Alderman Street made a motion, seconded by Alderman Gerl to reject the bid from Southern Ledge Pools and Patios for the 1995 Ford Water Tender and authorize rebidding of the Tender truck and 1997 Squad car.

The Mayor directed a roll call vote:

Ayes: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright. 

Motion carried.

Water:

Alderman Hollo made a motion, seconded by Alderman Kellenberger to grant a 40- day extension to Tecorp. Inc., to complete the electrical work portion of their contract in both water towers.

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright. 

Motion carried.

Streets:

Alderwoman Paine made a motion, seconded by Alderman Street to approve the repair estimate on a 2009 Ford Water Tech truck from Gerl' s Auto Body for$ 1, 829. 76. The Mayor directed a roll call vote:

Aye: Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Abstain: Gerl.

Absent: Wright. Motion carried.

Police:

Alderman Brown made a motion, seconded by Alderman Gerl to approve an ordinance to declare sixteen( 16) department owned firearms, listed in Exhibit A, as surplus and to dispose of them via trade-in with Acme Sports Inc., to acquire none ( 9) SigM400 patrol rifles from Acme Sports Inc. Alderwoman Paine posed several questions regarding the financial information provided. Police Chief Ryker said this quote was the result of several weeks of negotiations. He said he would need the opportunity to go over the figures again.

Alderman Kellenberger made a motion, seconded by Alderman Gerl to table the motion until the figures could be verified.

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright.

Motion carried.

Building/Zoning:

Alderman Kellenberger made a motion, seconded by Alderwoman Sisson to direct the City Attorney to begin the order of demolition process for the property located at 409 N. State Street.

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright. 

Motion carried.

Alderman Kellenberger made a motion, seconded by Alderman Gerl to approve an ordinance allowing anew district to be added to our" Establishment ofDistrict" 150.025 and Appendix" A" of the Zoning Ordinance No. 2831 named" One Family Lake Lease Property." The Mayor directed aroll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright.

Motion carried.

Economic Development:

Alderman Kellenberger made a motion, seconded by Alderman Brown to approve a half page advertisement in the Illinois Investment Guide/Intersect Illinois September 2019 edition for an

amount not to exceed$ 3, 520 and to authorize the City Clerk to issue a check. The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. Absent: Wright.

Motion carried.

Alderman Kellenberger made a motion, seconded by Alderman Hollo to approve a resolution approving and authorizing the submittal of an application for an open space land acquisition and development grant.

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright.

Motion carried.

Alderman Kellenberger made a motion, seconded by Alderman Brown to approve an ordinance amending the Tax Increment Financing Redevelopment Plan and Project for redevelopment project area# 1 dated February 1998 and approved June 2, 1999 to include the additional 12 years.

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None. 

Absent: Wright.

Motion carried.

Finance:

Alderman Gerl made a motion, seconded by Alderman Kellenberger to authorize the City Clerk to destroythetapesofExecutiveSessionmeetingsforthosesessionsthatwerecompletedatleast18 months ago or longer and whose minutes have previously been approved for release. The recordings to be destroyed are:

Executive Session:

Alderwoman Sisson made a motion, seconded by Alderman Gerl to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees ofthe public body." ( 5ILCS 120/2( 2)( C)( 1).

Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body fords that an action is probable or imminent, in which case the basis for the fording shall be recorded and entered into the minutes of the closed meeting." ( 5ILCS 120/ 2( 2)( C)( 11)

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None.

Absent: Wright.

Motion carried.

Executive Session was entered at 6:43 p.m.

Alderman Brown made a motion, seconded by Alderman Hollo to return to open session at 7: 06 p.m.

The Mayor directed a roll call vote:

Aye: Gerl, Sisson, Hollo, Brown, Paine, Street, Kellenberger.

Nay: None.

Absent: Wright.

Motion carried.

Having no further business, Alderman Street made a motion, seconded by Alderman Gerl to adjourn the regular meeting of the Litchfield City Council.

The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 07 p.m
