1. A motion to accept the minutes from the September 5, 2019 meeting.
2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.
Old Business:
1. Economic Development – Ray Kellenberger – A motion to approve the work order from Heneghan and Associates for the Illinois Department of Commerce and Economic Opportunity CDBG Economic Development Business Grant Administration for the Illinois Road Improvement Project for a cost not to exceed $15,000 and authorize the Mayor and City Clerk to sign the documents.
2. Economic Development – Ray Kellenberger – A motion to approve an Easement Acquisition Agreement and the Litchfield Reconciliation Agreement with Ameren Illinois Company for the west side industrial park expansion and to authorize the Mayor to sign the agreements contingent upon legal counsel’s review and approval.
3. Building and Zoning – Ray Kellenberger – A motion to approve an ordinance allowing an amendment for a zoning change defined in the Zoning Ordinance 2831, Section 150.167 titled “Amendments” from (A-1) Agricultural to (L-S) One-Family Lake Lease Property, for the property known as “Eagle Ridge Subdivision”, with a partial legal description of: PART OF SECTION 14 IN TOWNSHIP 9 NORTH, RANGE 5 WEST OF THE THIRD PRINCIPAL MERIDIAN IN MONTGOMERY COUNTY, ILLINOIS. For the purpose of development said property for a Lake Subdivision.
4. Building and Grounds – Mark Brown – A motion to approve an Ordinance declaring the following properties surplus: 1003 N. Illinois and 1018 E. Union.
5. Streets – Kassidy Paine – A motion to purchase a 2020 demonstrator combination sewer vacuum/sewer jetter from EJ Equipment to replace the current 2006 International at a cost not to exceed $276,704.50 and authorize the city clerk to issue a check upon satisfactory delivery.
Executive Session
A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).
2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))
3. “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.” (5ILCS 120/2(C)(5))

5. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
