City of Carlinville City Council met August 5.

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Koller, motion passed unanimously.
Approval of Budget Officers Report/Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed bills by Alderman Downey, seconded by Link, motion passed unanimously.
Correspondence

All of the above pieces of correspondence were placed on file, after a motion was made by Alderman Link, seconded by Koller, motion passed unanimously.
Police Commissioner Correspondence – Motion was made to approve Police Commissioner Correspondence regarding hiring of Jeremy Williams as full-time police officer, after a motion was made by Alderman Ober, seconded by Koller, motion passed unanimously.
John Howard Correspondence – Motion was made to approve resignation of John Howard from the Police Commissioner Board, after a motion was made by Alderman Link, seconded by Ober, motion passed unanimously.
Charcoal Alley / Uptown Tavern – Approval of closure of Daley Street alley for Charcoal Alley Celebration was approved after a motion was made by Alderman Downey, seconded by Howard, motion passed unanimously.
Public Comment
Debbie Hudson spoke regarding her brother whom is feels is unjustly incarcerated. She passed out information from Investigating Innocence and urged the council members to write to the Governor regarding his release.
Doug Horton and Edward Pocklington Jr. spoke regarding water issues, smell and taste. Dan Held PWD from Woodard and Curran explained the reasoning behind the smell and taste of the water, but reassured that it is safe to use.
Penny Powers spoke about people speeding on West First North and Oak. She would like speed bumps installed.
Old Business
310 North Plum Violation – Council deemed 310 North Plum unsafe and unsecure in April of 2019. The mortgage company has been contacted and have not complied with securing property. A motion was made by Alderman Ober, seconded by Link, to have the city attorney begin proceedings to have the property demolished, motion passed unanimously.
New Business
Appointment to Police Commissioner’s Board – Mayor made the appointment of Bill Fanning to the Police Commissioners Board, motion was made by Alderman Downey, seconded by Howard to approve her appointment, motion passed unanimously.
Ordinance Adopting a Revised Code of Ordinances for the City of Carlinville – First Read
Water Office Closure – Woodard and Curran had originally wanted to close the water office from 11:30 a.m. -1 p.m. on August 8, 2019 for a company meeting, the meeting has since been cancelled, no action.
Motion to adjourn was made by Alderman Downey at 7:30 p.m., seconded by Koller motion passed unanimously.
