City of Vandalia Council met Nov. 18.
Here is the minutes provided by the Council:
Pledge of Allegiance: The Pledge of Allegiance to the American Flag was given by all that were present.
Call to Order: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 pm.
Roll Call: Aldermen present were: Barker, Stunkel, Lester, Hubler, Hobler, Rebbe and Crawford. Brosman was absent.
Moment of Silence: A moment of silence for Gene Conaway, a local business owner and former member of the City Planning Commission.
John from the Parkview Free Methodist Church led us in prayer.
A moment of silence for the Holly Lidy, Jenna Protz and Jackie and Bill Protz who lost their lives in an accident over the weekend.
Minutes: A motion was made by Stunkel and seconded by Hobler approving the minutes from the November 4, 2019 meeting as presented. Motion carried.
Regular Bills: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried.
Special Bills: A motion was made by Stunkel and seconded by Hobler approving the special bills as presented: Ford and Harrison LLP in the amount of $3,159.00 for general employment matters; R Martin Contracting in the amount of $15,900.00 for Masonry Restoration; Milano & Grunlah Engineers LLC in the amount of $28,749.65 for proposed sidewalk upgrades, design for water main replacement and design engineering; South Central FS in the amount of $1,770.00 for tires; Robotronics Inc in the amount of $7,155.00 for fireplug robot; Vandalia Asphalt Service in the amount of $13,850.00 for Asphalt; SCIRP&DC in the amount of $3,000.00 for leverage payment for CDBG Grant for Public Infrastructure (Water Replacement); Core & Main in the amount of $2,395.50 for Yoke and meter; Brenntag Mid South Inc in the amount of $3,871.30 for Robinfloc and Chlorine;
Hawkins in the amount of $6,515.39 for Activated Carbon; Kaskaskia Springs Water in the amount of $2,609.20 for 6.523 million gallons; Vandevanter Engineer Inc in the amount of $10,402.42 for pump repair. Motion carried.
Mayor Gottman removed the Ordinance for the Annual Tax Levy for the Fiscal Year Beginning on the First day of May 2019, and Ending on the Thirtieth day of April 2020. He wanted public input on it. Mayor Gottman wants the media to put out that the Tax Levy has been written and is available for review at City Halt. It will not be acted on till the next meeting,
Resolution 2019-11-18A: A Resolution Approving a Planned Service Agreement Between the City of Vandalia, Illinois and Luby Equipment Services:
A motion was made by Stunkel and seconded by Barker approving Resolution 2019-11-18A approving a planned agreement between the City of Vandalia, Illinois and Luby Equipment Services.
Roll call: Lester, yea; Stunkel, yea; Crawford, yea; Barker, yea; Hubler, yea; Hobler, yea; Rebbe, yea; Brosman was absent. Motion carried.
Ordinance 2019-11-18B: An Ordinance Adopting the Comprehensive Plan Update for the City of Vandalia:
A motion was made by Barker and seconded by Lester approving Ordinance 2019-11-18B Adopting the Comprehensive Plan Update for the City of Vandalia.
Roll call: Hobler, yea; Hubler, yea; Barker, yea; Lester, yea; Rebbe, yea; Crawford, yea; Stunkel, yea; Brosman was absent. Motion carried.
Mayor Gottman wanted to say thank you to the Illinois Realtors for the grant money that was given to us.
Mayor’s Report: Mayor Gottman said that the donations from the Tree Auction are being made to the school in honor of the Holly Lidy and Jenna Protz for the Scholarship Foundation.
Mayor Gottman said that the Olde Tyme Christmas festivities were great. A lot of things are happening in the Community and we want to make it bigger each year. Mayor Gottman said that he will be honoring two members of the group at a later meeting. The Olde Tyme Christmas was really done well.
Mayor Gottman said that Paul "Whitey" Willms and his wife Sue, donated the Christmas Tree this year to the City. They will be receiving a letter from the City thanking them for their donation.
Mayor Gottman said that the Senate Bill that was put forth for the Fire and Police Pension has passed. It passed both the House and the Senate. Gottman said that it is moving forward and the IML is following up very closely.
Mayor Gottman wanted to Thank the First Baptist Church for donating their building for the use of Olde Tyme Christmas. He also wanted to the Thank the owners of the building above Dollar General and Dennis Grubaugh for the use of their buildings.
Standing Committees: Barker said that the Street guys did an outstanding job putting up lights and getting ready for Olde Tyme Christmas.
Crawford wanted to remind everyone of the Economic Development and Tourism Committee meeting is Thursday November 21 at 5 pm
