City of Vandalia Council met Nov. 4.

Here is the minutes provided by the Council:

Call to Order: Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 p.m.

Pledge of Allegiance: The Pledge of Allegiance to the American Flag was given by all present.

Roll Call: Aldermen present were Barker, Stunkel, Hubler, Rebbe, Hobler, Crawford and Lester. Brosman was absent.

Vandalia Police Department and Police Chief Ray Honored For Saving Life:

Mayor Gottman was joined by Dr. Brian and Laura Dossett in recognizing Chief Ray for his role in providing CPR when Laura Dossett collapsed from a heart attack while walking on the high school track with her daughter in September.

Mayor Gottman said he saw the body cam footage of the incident to save Laura Dossett's life with CPR performed by Chief Jeff Ray.

Officer Brian Roedl who prayed with Dossett's daughter and Officer Redman for their response and assisting EMT's.

Dr. Brian Dossett thanked the Vandalia PD for their work in saving his wife's life.

Several members of the Vandalia PD and Dossett's family were on hand for the ceremony.

Minutes: A motion was made by stunkel and seconded by Hobler approving the regular minutes from the October 21, 2019 as presented. Motion carried.

Regular Bills: A motion was made by Stunkel and seconded by Hobler approving the regular bills as presented. Motion carried.

Special Bills: A motion was made by stunkel and seconded by Hobler approving the Special Bills as presented: GPI in the amount of $4,799,65 for maintenance on house on Jackson Street, Tune Trucking Inc. in the amount of $1,508.16 for 1" & 2" rock; Ignition Graphix in the amount of $2,836.00 for street signs; Lightle Enterprises of Ohio in the amount of $3,066.36 for a sign alert basic solar; Ameren Illinois in the amount of $16,845,48 for electric; Beelman Logistics, LLC in the amount of $1,767.38 for CA6B dry; Vandalia Asphalt in the amount of $5,522.80 for patch mix & 1860 gals. Of HFE300; Allen Hunter in the amount of $2,325.67 for a TIF reimbursement on 1130 N. Fifth Street; Octochem in the amount of $85,622.19 for TIF reimbursement; Vandalia Comm. Unit School in the amount of $80,000.00 for H.S. HVAC & Lighting Project; Vandalia Park District in the amount of $35,000.00 pool renovation project; Kevin & Jessica Satterthwaite in the amount of $7,819.01 for A TIF Reimbursement on a commercial building leased to Laack Flooring; Sloan Implement co. in the amount of $33, 114.59 for Vandalia facility; U.Ş. Bancorp in the amount of $14,781.19 for water meters; Hermes Commercial Laundry in the amount of $8,440.00 for a Speed Queen front load washer; Core & Main in the amount of $6,050.00 for a 4 year contract on Sensus software support; Brenntag Mid South Inc. in the amount of $8,901.21 for chemicals; Hawkins in the amount of $7,021.21 for activated carbon; Motion carried.

Fayette County CEO Program: Some of the students from the Fayette County CEO (Creating Entrepreneurial Opportunities) Program spoke to the council explaining how the program will benefit the students enrolled,

CEO is a class in which senior class students throughout the county will meet for an hour and a half outside of school working on a new class business idea.

Debbie Hobbie, retired teacher from the Vandalia School District is the facilitator for the program.

Approval of Zoning Board of Adjustments Meeting Minutes from October 16, 2019:

A motion was made by Stunkel and seconded by Barker Approving the Meeting Minutes from the Zoning Board of Adjustments Meeting from October 16, 2019, Motion carried.

Transfer of Lake Lot #66 from Carla and Richard Knebel, Vandalia to Quinton Fluss, Collinsville, Il:

A motion was made by Stunkel and seconded by Barker Approving The Transfer of Lake Lot #66 from Carla & Richard Knebel, Vandalia to Quinton Fluss, Collinsville, IL. All necessary fees have been paid. Motion carried.

Transfer of Lake Lot #64 from Judd Newcomb, Mulberry Grove, Il to Herman and Susan Cypert, Greenville, Il:

A motion was made by Stunkel and seconded by Rebbe Approving The Transfer of Lake Lot #64 from Judd Newcomb, Mulberry Grove, IL to Herman & Susan Cypert, Greenville, IL. Motion carried.

Resolution #2019-11-4-A: Amended Resolution of Support and Commitment of Local Funds

A motion was made by Stunkel and seconded by Barker that the city of Vandalia will commit funds from the Capital Fund #24 for use in conjunction with a $400,000 Illinois Community Development Block Grant Program grant, such funds to equal IDOT EDP/TARP Funding in the amount of $608,693, and the city of Vandalia $145,582 of the estimated total project cost of $1,154,275.

Roll Call: Hubler, yea; Barker, yea; Crawford, yea; Stunkel, yea; Hobler, yea; Lester, yea; Rebbe, yea; Brosman, absent. Motion carried.

Ordinance #2019-11-4-B: Amending Chapter 11.18.020 Camping Fees

A motion was made by Stunkel and seconded by Lester Adopting Ordinance #2019-11-4-B, Amending Chapter 11.18.020 Camping Fees.

Roll Call vote: Stunkel, yea; Barker, yea; Lester, yea; Hobler, nay; Hubler, yea; Rebbe, yea; Crawford, yea; Brosman was absent. Motion carried.

Approve or Reject Bids for Public Safety Building Interior Repairs:

After some discussion on the sealer, Mayor Gottman wish to table this item until more information is given.

Alderman Hobler said that if everything is ok he would go with the second bid Brubaker Interiors in the amount of $8,500.0 because it does mention installing insulation. Motion carried. Taylor Construction, St. Peter also submitted a bid in the amount of $7,997.08.

Mayor Gottman did say, if there was any additional cost it would come back to the council at the next council meeting.

Approval of 2020 Council Meeting Dates List:

A motion was made by Barker and seconded by Hobler approving the 2020 Council Meeting Dates as submitted. Motion carried.

Approval of 2020 Holiday Observance List:

A motion was made by Stunkel and seconded by Rebbe approving the 2020 Holiday Observance List as submitted. Motion carried.

TIF Work Session Meeting Minutes from October 21, 2019:

A motion was made by Stunkel and seconded by Hubler Approving the TIF Work Session Meeting Minutes From October 21, 2019 as Submitted. Motion carried.

Ordinance #2019-11-4-C: TIF Agreement with Janes Lynne Holdings Inc. d/b/a the Copper Penny

A motion was made by Stunkel and seconded by Barker Adopting Ordinance #2019-11-4-C, The City of Vandalia, Fayette County, Illinois Authorizing Tax Increment Financing Assistance In Connection With A Redevelopment Project With Jane Lynn Holdings, Inc D/B/A The Copper Penny.

The City of Vandalia shall reimburse the Developer the sum of $23,750,00. The project must be completed by May 4, 2020.

Roll call vote: Lester, nay; Rebbe, yea; Hobler, yea; Stunkel, yea; Crawford, yea; Barker, yea; Hubler, yea; Brosman, absent. Motion carried.

Tax Levy Options: The city council discussed tax levy options for the Annual Tax Levy.

Option A would be a 0 percent increase since we have committed $54,000 from the General Fund, which would more than cover the required $31,163.00.

Option B would be a 3.62 percent increase if we do the required levy for Police Pension presented by the Illinois Department of Insurance,

Option C would be a 10.14 percent increase if we do the suggested levy for the Police Pension presented by our Actuary, Nick Meggos. This level would require a Truth in Taxation Hearing prior to passing.

A motion was made by Barker and seconded by Stunkel to go with Option A. It was the consensus of the council to go with Option A. Motion carried.

Approve of Reject TIF #1 Best Practices: A motion was made by Lester and seconded by Hubler to set a criteria of best TIF practices if the new TIF is approved.

City Administrator, Latisha Paslay said the best practices were brought to the city from State Representative Blaine Wilhour. Among the best practices was for the TIF District to have a TIF Advisory Committee that would be made up of a member of the tax bodies, who shall not live within a TIF or be receiving any TIF incentives. The committee would have one alderman serving on the Advisory Committee recommending and then approving. Mayor Gottman pointed out that the reason for the end of the committee was that the council went against their recommendation quite open.

It was the consensus of the council to approve the best practices for TIF agreements. Motion carried.

Mayors Report: Mayor Gottman announced that the Economic Development Committee Meeting will be held on Saturday, November 16th at 2:00 P.M. at City Hall to discuss liquor sales in the city.

Hubler had a letter from Tim McMillan local retail owner in Vandalia in regards to the expansion of package liquor sales in the City of Vandalia. A letter was given to each council member for them to read before the November 16th meeting.

Mayor Gottman said that he has a lot of data collected on this subject.

Mayor Gottman provided the council with the IML Statehouse Briefing.

Olde Tyme Christmas is coming up November 15th & 16th. They have over 50 vendors at this time,

Standing Committees: Barker reported that the work on Sixth Street has been completed.

The Public Works Department will begin putting up Christmas lights this week for the Olde Tyme Christmas next weekend.

It was announced that Mike Miller will be taking the job at the Water Plant.

Stunkel reported that he along with Zac Kopp and Dan Barenfanger did a walk through inspection at the lake on some of the lake lots. They found 14 lots that have been neglected. Letters will be sent to the lease holder.
