City of Vandalia Council met Dec. 2.

Here is the minutes provided by the Council:

Pledge of Allegiance:

The Pledge of Allegiance to the American Flag was given by all that were present.

Call to Order:

Mayor Gottman called the regularly scheduled meeting of the Vandalia City Council to order at 6:30 pm.

Roll Call:

Aldermen present were: Barker, Stunkel, Lester, Hubler, Hobler, Brosman & Crawford. Rebbe was absent.

Minutes:

A motion was made by Barker and seconded by Hobler approving the minutes from the November 18, 2019 meeting as presented. Motion carried.

Treasurer’s Report:

A motion was made Brosman and seconded by Crawford approving the Treasurer's report as presented. Motion carried.

Regular Bills:

A motion was made by Brosman and seconded by Hobler approving the regular bills as presented. Motion carried.

Special Bills:

A motion was made by Barker and seconded by Brosman approving the special bills as presented: Ameren Illinois in the amount of $3,051.30 for street lights; Wait Land Trust in the amount of $8,709.11 for TIF Reimbursement; U.S. Bancorp in the amount of $14,781.19 for water meters; Hach Company in the amount of $1,978.45 for Chlorine, Alkaline & Fluoride; Hawkins Inc in the amount of $6,553.04 for Activated Carbon. Motion carried.

Ordinace 2019-12-2-A: An Ordinance Making the Annual Tax Levy for the Fiscal Year Beginning on the First Day of May 2019, and Ending on the Thirtieth Day f April 2020:

A motion was made by Stunkel and seconded by Barker approving Ordinance 2019-12-2-A Making the Annual Tax Levy for the Fiscal Year Beginning on the First Day of May 2019, and Ending on the Thirtieth Day of April 2020.

Roll call: Lester, yea; Stunkel, yea; Crawford, yea; Barker, yea; Hubler, yea; Hobler, yea; Brosman, yea; Rebbe was absent. Motion carried.

Upon approve of the Tax Levy, the council directed Paslay to make the budgeted transfer from General Fund to the Police Pension Fund in the amount of $54,000.00.

Ordinance 2019-12-2B: An Ordinance Abating the Tax Levy Requirements of Ordinance No. 2016-9-19-D:

A motion was made by Hobler and seconded by Lester approving Ordinance 2019-12-2B Abating the Tax Levy Requirements of Ordinance No. 2016-9-19D.

Roll call: Hobler, yea; Hubler, yea; Barker, yea; Lester, yea; Brosman, yea; Crawford, yea; Stunkel, yea; Rebbe was absent. Motion carried.

Ordinance No. 2019-12-2-C: An Ordinance of Vacation:

A motion was made by Barker and seconded by Stunkel approving Ordinance 2019-12-2-C, an Ordinance of Vacation.

Roll call: Stunkel, yea; Crawford, yea; Hobler, yea; Lester, abstained; Brosman, yea; Barker, yea; Hubler, yea; Rebbe was absent. Motion carried.

Transferring of Lake Lot #602 from Donna Fitzwater, Vandalia to David Huffman, House Springs, MO:

A motion was made by Stunkel and seconded by Barker approving the transfer of Lake Lot #602 from Donna Fitzwater, Vandalia to David Huffman, House Springs, MO. All necessary fees have been paid. Motion carried.

Mayor Gottman had Chief Ray explain about the bill for the County for the control that we pay quarterly. Upon discussion, Attorney Connor will be looking into the contract and a discussion will be made at the next meeting.

Ordinance No. 2019-12-2-D; Ordinance of the City of Vandalia, Fayette County, Illinois Authorizing Tax Increment Financing Assistance in Connection With a Redevelopment Project:

A motion was made by Barker and seconded by Hubler approving the Ordinance 2019-12-2-D Authorizing Tax Increment Financing Assistance in Connection with a Redevelopment Project for Radliff Properties LLC. After discussion, the Council approved 25 percent of the total costs, which would be $190,949.25.

Roll call: tester, yea; Brosman, yea; Hobler, nay; Stunkel, yea; Crawford, yea; Barker, yea; Hubler, yea; Rebbe was absent. Motion carried.

Approval of TIF Work Session Meeting Minutes for November 18, 2019:

A motion was made by Stunkel and seconded by Hobler to approve the TIF Work Session Meeting Minutes for November 18, 2019. Motion carried.

Mayor’s Report:

Mayor Gottman stated that he would be attending the Illinois Municipal League Board of Directors meeting in Chicago on December 13, 14, 15 and 16.

Mayor Gottman also said that he received a card, signed by all the staff, from IML with a check for $250 for a donation in memory of the two students who were killed. The money will be going to the Vandalia School Foundation.

Standing Committees:

Barker pointed out that the Street guys were braving the weather keeping up on water leaks and picking up leaves and branches and that they were doing a good job.

Stunkel stated that on the North side of the lake, the dumpsters get picked up after the lake closes for the year, but people are still dropping off bags of trash on the ground where the dumpsters usually are. Stunkel wanted to know what to do about it. Paslay said that she would talk to Marlin Filer the next day and have the guys go pick them up.

Crawford pointed out that on the South Central Conference Football page there were pages of people wearing red for Vandalia. And Williamsville won the State Championship wearing the V on their helmets.

A motion was made by Stunkel and seconded by Hubler to adjourn at 7:00pm. Motion carried.
