Other Business:

1. A motion to accept the minutes from the January 2, 2020 meeting.

2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Building and Zoning – Ray Kellenberger – A motion to purchase a 2019 Dodge Ram 1500 truck, with fiberglass, lockable topper to match, at state bid, from Victory Lane Ford, Chrysler for $26,295 and authorize the City Clerk to issue a check upon satisfactory delivery.

2. Building and Zoning – Ray Kellenberger – A motion to approve emergency Authorization for a demolition on property located at 408 N. State Street.

3. Building and Zoning – Ray Kellenberger - A motion to approve a “Change in the Zoning map to reflect a zoning use change from (S-2) Single Family Residence to (C-2) General Commercial for the purpose of a sale of said property for a storage unit facility at the location 605 W. Ferdon Litchfield, IL.”

4. Economic Development – Ray Kellenberger – A motion to approve the contract renewal for outdoor advertising with Dusty’s Outdoor Media for a cost not to exceed $670 per 4-week period ($8,710) and vinyl production of $1,200.

5. Lake – Dave Hollo – A motion to accept a proposal from Professional Services Industries Inc., (PSI) for soil investigation, soil borings and a slope stability analysis report for the Lake Revitalization Project for the amount not to exceed $9,470 and to authorize the Mayor to sign the agreement.

6. Lake – Dave Hollo – A motion to approve a resolution for the proposed Beach Seasonal Staff pay rates.

7. Lake – Dave Hollo – A motion to approve a resolution for the proposed beach staff pay rates for after-hour beach parties/events.

8. Sewer – Dwayne Gerl - Discussion with possible action regarding CMT’s request for additional authorization for the Lake Yaeger Pump Station and Force Main project.

9. Administration – Woodrow Street – A motion to approve a quote from Zobrio for $2,672 for annual Microsoft Office 365 Email renewal, including labor.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
