City of Litchfield City Council met Oct. 17.
Here is the minutes provided by the council:
Mayor Steve Dougherty called the meeting to order by reciting the Pledge to the Flag Roll Call was made with Aldermen Dwayne Gerl, Woodrow Street, Dave Hollo, Tim Wright, Ray Kellenberger, Mark Brown and Alderwomen Kassidy Paine and Marilyn Sisson present. Absent: None. The Mayor declared that a quorum was present.
Other Business:
Aldermen Gerl made a motion with Wright seconding it to accept the minutes from the October 3, 2019 meeting. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
New Business:
Alderperson Sisson made a motion with Street seconding it to approve a three-year( 2020-2022) contract with ARC Pyrotechnics Inc., for pyrotechnic services at the Annual 4th ofJuly Fireworks Display at Lake Lou Yaeger Recreational Area, not to exceed$ 15, 000 per year and to authorize the Mayor to sign the contract. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
Alderperson Sisson made a motion with Gerl seconding it to enter into an advertising contract with Terrain Magazine for a quarter page ad to run from January 2020 through December 2020, not to exceed$ 2, 100. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
Alderperson Sisson made a motion with Brown seconding it to purchase Christmas light bulbs from Street Decor not to exceed $3, 120. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
Aldermen Wright made a motion with Kellenberger seconding it to approve an ordinance declaring surplus of a 1996 Dodge Ram Pick-up bearing Illinois vehicle identification number 3137HCI3Z4TG170548 and to dispose ofthis vehicle and other property previously approved for surplus, via auction or salvage by Aumann Auction. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
Alderperson Hollo made a motion with Sisson seconding it to authorize the purchase of an electric pallet jack from Global Industrial for an amount not to exceed$ 4, 199 plus freight and to authorize the City Clerk to issue a check upon satisfactory delivery. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
Aldermen Hollo made a motion with Wright seconding it to approve the purchase of a T595 T4 Bobcat Compact Track Loader and an SGX 60 Stump Grinder from Bobcat of St. Louis,
Fairview Heights, IL and to authorize the City Clerk to issue a check for the purchase upon satisfactory delivery for a total cost of$60,550.71. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
Aldermen Hollo made a motion with Street seconding it to approve the purchase of ten special order commercial steel entry doors with steel welded frames, welded hinges, handles, locks, thresholds, sweeps and closers from Negwer for$ 10,594 and to authorize the City Clerk to issue a check upon satisfactory delivery. Mayor Dougherty called for a voice vote with all voting yes. Motion carried.
Executive Session
Aldermen Brown made a motion with Kellenberger seconding it to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
1. The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body." ( 51LCS 120/2(2)( C)( 1).
2. Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 51LCS 120/ 2( C)( 2))
3. Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting." ( 51LCS 120/ 2( 2)( C)( 11)
Mayor Dougherty directed a roll call vote with all voting yes. Motion carried. Executive Session was entered into at 6:30 p.m.
Aldermen Brown made a motion with Kellenberger seconding it to return to open session a 6: 51 p.m.
Having no further business, Aldermen Brown made a motion with Kellenberger seconding it to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote with all voting yes and the meeting adjourned at 6:52 p.m.
