City of Litchfield Council met March 19.

1. A motion to accept the minutes from the March 5, 2020 meeting.
2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.
New Business:
1. Building and Grounds – Mark Brown – A motion to advertise for bid proposals to replace the existing HVAC systems at City Hall with design, build plans and specs provided by the office of Building and Zoning.
2. Building/Zoning – Ray Kellenberger – A motion to approve the contracting and use of dumpsters for the City Annual Clean-up with funds from the Ward Improvement and Services Accounts.
3. Building/Zoning – Ray Kellenberger – A motion to approve an “Ordinance Amending Chapter 150 of the Litchfield Zoning Ordinance pertaining to Adult Use Cannabis”.
4. Building/Zoning – Ray Kellenberger – A motion to approve an “Ordinance Establishing a Retail Cannabis Sales License”.
5. Building/Zoning – Ray Kellenberger – A motion to approve an Ordinance Amending Section 39 of the Municipal Code of City of Litchfield, Montgomery County by imposing a municipal cannabis retailers’ occupation tax.
6. Streets – Kassidy Paine – A motion to authorize the City to solicit bids for the rehabilitation of the North Illinois Avenue Project using grant money through the Illinois Department of Economic Opportunity.
7. Police – Tim Wright – A motion to approve the installation of emergency lighting and radio equipment through Global Technical Systems into the recently purchased 2020 Dodge Charger Police Package Squad Car and to apply striping of current Litchfield Police design by D&M Electric at a cost not to exceed $8,401.35.
8. Administration – Woodrow Street – A motion to approve a contract with Foster & Foster Actuaries to prepare actuarial reports for the Police and Fire Pension Funds that are in compliance with GASB 67 and 68 reporting for an amount not to exceed $3,275 per plan for a total of $6,550 and authorize the Mayor to sign the engagement letter.
9. Lake – Dave Hollo – A motion to approve contracting for the clearing of areas with the Section 319 Lake Lou Yaeger Project Area for an amount not to exceed $10,000.
Executive Session
A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).
2. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
