City of Litchfield Council met April 2.

Here is the agenda provided by the council:

Other Business:

1. ***A motion to accept the minutes from the March 5, 2020 meeting.

2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Administration – Woodrow Street – A motion to approve the renewal of health insurance for the city employees effective May 1, 2020 to April 30, 2021 with Blue Cross Blue Shield through Dimond Bros Insurance.

2. Finance/City Clerk – Dwayne Gerl – Budget Workshop: Presentation by Jereme Zook on the proposed 2020-2021 and 2021-2022 City of Litchfield Budget.

3. Finance/City Clerk – Dwayne Gerl – A motion to approve an ordinance temporarily suspending utility shut offs, late payment fees and credit card payment fees due to the Covid-19 pandemic and to establish a committee to determine payment plans.

4. ***Building and Grounds – Mark Brown – A motion to advertise for bid proposals to replace the existing HVAC systems at City Hall with design, build plans and specs provided by the office of Building and Zoning.

5. Economic Development – Ray Kellenberger – A motion to accept Pay Request #5 from Kamalduski Excavating and Grading Inc., in the amount of $3,492 and authorize the City Clerk to issue a check.

6. Economic Development – Ray Kellenberger – A motion to approve a proposal from Ameren for installing a three-phase transformer for the new lift station at Commerce Park for the amount of $19,363.15 and authorize the City Clerk to issue a check.

7. ***Streets – Kassidy Paine – A motion to authorize the City to solicit bids for the rehabilitation of the North Illinois Avenue Project using grant money through the Illinois Department of Economic Opportunity.

8 ***Police – Tim Wright – A motion to approve the installation of emergency lighting and radio equipment through Global Technical Systems into the recently purchased 2020 Dodge Charger Police Package Squad Car and to apply striping of current Litchfield Police design by D&M Electric at a cost not to exceed $8,401.35.

9. Police – Tim Wright – A motion to approve an Intergovernmental Agreement between the City of Litchfield, Illinois and Montgomery County, Illinois for Police Radio & Telephone Services for December 2019 to November 2020.

10. ***Lake – Dave Hollo – A motion to approve contracting for the clearing of areas with the Section 319 Lake Lou Yaeger Project Area for an amount not to exceed $10,000.

11. Lake – Dave Hollo - A motion to approve a Proposal for engineering services for the construction phase of the Lake Yaeger Sanitary Sewer, Pump Station & Force Main from CMT. One proposal option is for part time construction observation on a time and expense basis with a not-to-exceed amount of $85,000. The second proposal option is for full time observation on a time and expense basis with a not-to-exceed amount of $109,000.

12. Lake – Dave Hollo – A motion to approve the proposal for the engineering services for the final design drawings and bid documents for the Lake Lou Yaeger – Watershed Implementation Project - IEPA Section 319 Grant.

13. ***Administration – Woodrow Street – A motion to approve a contract with Foster & Foster Actuaries to prepare actuarial reports for the Police and Fire Pension Funds that are in compliance with GASB 67 and 68 reporting for an amount not to exceed $3,275 per plan for a total of $6,550 and authorize the Mayor to sign the engagement letter.

14. Administration – Woodrow Street – A motion to approve an Ordinance for the renewal with the accounting firm Kerber, Eck and Braeckel, Jereme Zook, as the Budget Officer for the 2020/21 fiscal year as outlined in the Original Ordinance 2509 “Adoption of a Budget Officer” and authorize the Mayor to sign the engagement letter.

15. Administration – Woodrow Street – A motion to approve an agreement with Vero Fiber Networks for boulevard bond and permit. (Agreement Forthcoming).

16. Administration – Woodrow Street – A motion to approve an Emergency Declaration regarding the COVID 19 public health emergency.
