City of Carlyle City Council met Feb. 24.

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Logan Speiser. Alderman Scott Diekemper and Michael Jansen was absent.
City employees present were Mark Pingsterhaus, Andy Brackett, Dave Miller, Jeff Miller, Chelsey Hanke, and City Clerk Rita Jurgensmeyer.
Others present were Kelly Ross, Bill Leith, Kent Schwierjohn and Steve Wilke.
A motion was made by Alderman Jeremy Weh and was seconded by Alderman Logan Speiser to approve the minutes from the February 10, 2020 regular meeting. The motion was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Logan Speiser. Nay: none.
Alderman Don Perez made a motion to approve the transfers from Fund 1 – General Fund to Fund 3 – Street and Alley for $35,000.00, Fund 4 – Police $50,000.00, Fund 17 - Parks for $5,000.00, Fund 20 – Library for $15,000 and Fund 22 – Pool House loan for $5,000.00 for a total of $110,000.00. The motion was seconded by alderman Jeremy Weh and approved unanimously by roll call vote. Aye: Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Logan Speiser, and Kent Newkirk. Nay: none.
Alderman Don Perez made a motion to approve the payment of the claims against the City. The motion was seconded by Alderman John Hodapp and approved unanimously by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Logan Speiser, Kent Newkirk, and Shannon Petrea. Nay: none.
Alderman Don Perez made a motion to approve a purchase order from Mideastern Plumbing Heating and Air Conditioning Inc. for a heating and cooling unit and installation at the Atreet and Alley department for $2,955.00. The motion was seconded by Alderman Jeremy Weh and was approved unanimously by roll call vote. Aye: John Hodapp, Jeremy Weh, Logan Speiser, Kent Newkirk, Shannon Petrea, and Don Perez. Nay: none.
Chelsey Hanke explained the new program that was recently launched at the library, 1,000 Books Before Kindergarten.
Dave Miller informed the Council that the Electric Department is going to light Lake Road with LED lights. He said they should get a stipend from IMEA for $5,000.00 to go toward the price. With the stipend the cost should be around $10,000.00.
Mayor Judy Smith commented on all the events at the Library. She commended Chelsey Hanke on the fantastic job with the programs.
Kent Schwierjohn from H. M. & G. explained to the council that they have prepared a task order for engineering services to prepare plans, specs, opinion of cost and bidding services for the entrance to Governor’s Drive from William Road per the Street and Alley Committee’s request. The total cost will not exceed $13,500.00. A motion was made by Alderman Don Perez and was seconded by Alderman Logan Speiser to approve the task order from H. M. & G. for engineering services to prepare plans, specs, opinion of cost and bidding services for the entrance to Governor’s Drive from William Road with a total cost not to exceed $13,500.00. The motion was approved unanimously by roll call vote. Aye: Jeremy Weh, Logan Speiser, Kent Newkirk, Shannon Petrea, Don Perez, and John Hodapp. Nay: none.
Kent Schwierjohn then explained the Motor Fuel Tax FY20 closeout. City Administrator Andy Brackett added that this year was a little higher because they are changing it from calendar year to fiscal year to coincide with the City’s fiscal year. The closeout was for 16 months instead of 12.
Kent Schwierjohn then explained the FY21 MFT appropriation. Alderman John Hodapp asked how much was in reserves. Andy Brackett thought it was a little over $100,000.00.
Alderman John Hodapp made a motion to approve the FY21 MFT appropriation. The motion was seconded by Alderman Don Perez and was unanimously approved by roll call vote. Aye: Logan Speiser, Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, and Jeremy Weh. Nay: none.
City Administrator Andy Brackett said that they just had a Police Committee meeting where they discussed a group wanting to have a food competition downtown. The event hours are 11:00 a.m. to 11:00 p.m. on March 28, 2020.They are asking for street closures for 8th and 9th Street between Franklin and Fairfax Streets and for Fairfax Street from 11th Street to 8th Street 8:00 a.m. through 1:00 a.m. for set up and tear down.
They are requesting that open alcohol be allowed on the street within the perimeter of the street closures. They are also requesting permission for the VFW to set up a stand for sales on the corner of 9th and Fairfax Street.
They are also asking for electric setup. They would like 220 for food truck vendors and 110 for craft vendors and bounce houses. They would like for the Park Department to provide trash cans and picnic tables.
City Administrator Andy Brackett informed them that they would need to provide liability insurance coverage listing the City of Carlyle as additional insured.
Alderman Jeremy Weh made a motion to allow the event to take place under the guidelines listed. Alderman Don Perez seconded the motion and it was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Logan Speiser. Nay: none.
City Administrator Andy Brackett presented the Gerhard Properties application for the Façade Improvement Grant. He said they have already done a lot of work to the building at 2517 Franklin Street but still need to do in excess of $10,000.00 in improvements. They are eligible for the maximum $4,000.00 from the city’s Façade Improvement Grant program.
A motion was made by Alderman Kent Newkirk to approve the Façade Improvement Grant application from Gerhard Properties. The motion was seconded by Alderman John Hodapp and was unanimously approved by roll call vote. Aye: Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Logan Speiser, and Kent Newkirk. Nay: none.
Joe Behrman informed the Council that the north and south lift stations need to be cleaned. He said that the organic compound is putting wear and tear on the pumps. The City does not have the ability to clean them. Visu Sewer will bring in a big vacuum truck and send a couple of men down to vacuum anything that will not go through the pumps. Alderman Kent Newkirk asked if the lift stations have been inspected. Joe Behrman said they have not since they have not been cleaned in the 18 years that he has been there. Alderman Kent Newkirk asked about the rest of the lift stations. Joe Behrman said that the north and south are the largest and the other ones are in good shape.
A motion was made by Alderman John Hodapp to approve the proposal from Visu Sewer for the lift station clean out. Alderman Logan Speiser seconded the motion and it was approved unanimously by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Logan Speiser, Kent Newkirk, and Shannon Petrea. Nay: none.
Nathan Hegger requested a variance to construct an addition to his house with a 7’ setback from the rear lot line. This request was taken to the Zoning Board and they unanimously approved it.
Alderman Don Perez made a motion to approve the ordinance to allow a 7’ setback for Nathan Hegger. The motion was seconded by Alderman Jeremy Weh and was approved unanimously by roll call vote. Aye; John Hodapp, Jeremy Weh, Logan Speiser, Kent Newkirk, Shannon Petrea, and Don Perez. Nay: none.
City Administrator Andy Brackett said that at the last meeting it was approved to purchase a new bucket truck and they would like to sell the old one at auction. An ordinance needs to be passed to authorize the sale of the truck. Altec will pick it up and auction it off.
Alderman Kent Newkirk made a motion to approve the ordinance authorizing the sale of surplus property. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, Logan Speiser, Kent Newkirk, Shannon Petrea, Don Perez, and John Hodapp. Nay: none.
City Administrator Andy Brackett explained the need to send out an RFP for a capital improvement plan development. This was taken before the finance committee. He said it is a five-year detailed and ten-year summary capital improvement plan to prioritize and distribute funds for capital improvement plans. He said that if this is approved the request will be sent out tomorrow and will be due April 13th to be reviewed by the Finance committee and the award will be approved at the April 27th meeting.
Alderman Kent Newkirk made a motion to approve and send out the request for proposals. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Logan Speiser, Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, and Jeremy Weh. Nay: none.
Administrator Andy Brackett informed the Council that the RFP for the Parks and Recreation master plan development went before the Finance Committee. He explained what it would consist of. It will also include a feasibility study for a sports complex.
Alderman Logan Speiser made a motion to approve and send out the request for proposal for the Park and Recreation master plan development. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Logan Speiser. Nay: none.
The copyright settlement has not been finalized so Alderman Kent Newkirk made a motion to table the copyright settlement agenda item. The motion was seconded by Alderman Jeremy Weh and was unanimously approved by roll call vote. Aye: Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Logan Speiser, and Kent Newkirk. Nay: none.
