City of Carlyle Police Committee met Feb. 24.

Here is the minutes provided by the committee:

The meeting was called to order by Chairman Jeremy Weh on Monday, February 24, 2020 at 5:45 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh and Don Perez. Logan Speiser was absent. Others present included Deb Cluck, Heather Cluck, Shannon Petrea, Kent Newkirk, Mayor Judy Smith, Chief Mark Pingsterhaus, Andy Brackett, and Martha Reinkensmeyer.

After reviewing the minutes from the February 18, 2020 meeting, Don Perez made a motion to approve the minutes. Jeremy Weh seconded the motion. After a voice vote, all were found in favor.

The first item on the agenda was the street closure for a downtown event to be held on March 28, 2020. Deb Cluck and Heather Cluck are requesting 8th and 9th Streets between Fairfax and Franklin, along with Fairfax Street from 11th to 8th Street be closed for a food truck competition. (The Post Office will not be blocked.) They also ask that open alcohol be allowed on the street within the perimeter of the street closures. The VFW will be setting up a beer stand on the corner of 9th and Fairfax Street. Electric service is also being requested. It was determined that a more specific map will be needed for electric service and that the Electric Department will need to know what each food truck will need two to three weeks before the event. When asked about insurance for the event, Deb Cluck stated that it is pending and will list the City as additionally insured. The bounce house provider will also have an insurance policy that will list the City as additionally insured. After some discussion, Jeremy Weh made a motion to send the street closure to Council. Don Perez seconded the motion. After a voice vote, all were found in favor.

The second item on the agenda was downtown parking. Don Perez made a motion to table this item. Jeremy Weh seconded the motion. After a voice vote, all were found in favor.

There was no old business.

The fourth item on the agenda was new business. Andy stated that an individual is interested in purchasing the old Dollar General to turn into an antique car showroom with a video gaming parlor and a laundry mat that would cater to campers. He is also interested in selling package liquor. Andy reminded the Committee that in order to have a gaming parlor, an establishment must have either an A (pour hard liquor) or B (pour beer and wine) license. The C license allows for selling package liquor. This individual would like to have either an A or B license along with a C. No other business in town holds either an A or a B plus a C. Andy asked the Committee what it would think of the business having these licenses. The Committee was not opposed to the establishment pouring and selling package liquor. Chief Pingsterhaus expressed concern over allowing the business to have the A license. He stated that the other gaming parlors in town would most likely request having A licenses as well.

There were no any other comments.

There were no public comments.

The Committee did not enter executive session so there were no executive session items on which to vote.

With no further business to discuss, Don Perez made a motion to adjourn. Jeremy Weh seconded the motion. Finding all in favor, the meeting was adjourned at 6:03 p.m.
