A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

1. Building/Zoning –Marilyn Sisson – A motion to reconsider an Ordinance amending Chapter 150 of the Litchfield Zoning Ordinance pertaining to Adult Use Cannabis in the City of Litchfield, IL.
New Business:
1. Building/Zoning –Ray Kellenberger – Discussion with possible action regarding a resolution placing the question of allowing the sale of adult use cannabis or prohibiting the sale of adult use cannabis within the corporate city limits of Litchfield to be placed on the ballot of the next available election.
2. Building/Zoning –Ray Kellenberger – A motion to approve an Ordinance amending Chapter 150 of the Litchfield Zoning Ordinance pertaining to Adult Use Cannabis in the City of Litchfield, IL with said conditions for ample parking provided and necessary restrooms.
3. Building/Zoning – Ray Kellenberger – A motion to approve an Ordinance Establishing a Retail Cannabis Sales License.
4. Building/Zoning – Ray Kellenberger – A motion to approve an Ordinance Amending Section 39 of the Municipal Code of the City of Litchfield, Montgomery County by the addition of this Ordinance Imposing a Municipal Cannabis Retailers Occupation Tax of 3%.
5. Tourism – Marilyn Sisson – A motion to approve the purchase of a 2012.5 Yamaha Adventurer 2 from Niehaus Cycle Sales and to authorize the City Clerk to issue a check for the purchase, upon satisfactory delivery, for a total cost of $4,600.
6. Administration – Woodrow Street – A motion to approve the contracting and use of dumpsters for the City Annual Clean-up with funds from the Ward Improvement and Services Accounts.
7. Administration – Woodrow Street – A motion to approve Barracuda BBS 390 Back up Appliance and monthly agreement with Zobrio for the Police Department and City Hall systems for an amount not to exceed $6,884 and to authorize the Mayor to sign the agreement.
8. Administration – Woodrow Street – A motion to approve the beautification project provided by a local donor for an amount not to exceed a total of $100,000 and to contract Mike Klaves to water, weed and maintain the plantings.
9. Administration – Woodrow Street – A motion to approve listing agreements with local real estate agents for the properties previously surplused for a period of six months and authorize the Mayor to sign agreements.
10. Finance/City Clerk – Dwayne Gerl – A motion to approve an amended Ordinance of the City of Litchfield, Illinois temporarily suspending utility shut offs, late payment fees and credit card payment fees in light of the Covid-19 pandemic and to establish a committee to determine payment plans.
11. Police- Tim Wright – A motion to approve the purchase of six (6) United Shield International LLC Airius-II ballistic vests from Larry Fredericks, LLC for $5,230.
12. Police – Tim Wright – A motion to approve the trade in of ten (10) Taser X26 units, and holsters, and trade them into Accredited Security for store credit toward the purchase of Taser cartridges.
13. Police – Tim Wright – A motion to approve the purchase of a 2020 Dodge Ram 1500 4 X 4 K9 Patrol Vehicle from Victory Lane, the installation of equipment and lighting by Global Tech Inc., the fabrication of and installation of K9 cage by the Shawnee Correctional Center, and striping package installation by Pastrovich Signs for a total amount not to exceed $38,683.15 and authorize the City Clerk to issue checks.
14. Lake – Dave Hollo – A motion to approve a 33% credit to 2020 Lakefront Camping Lessees for the 2021 camping season for returning Leaseholders.
15. Lake – Dave Hollo – A motion to authorize the City’s representative CMT to solicit bids for the Lake Yaeger Watershed Implementation Project (319 Grant).
16. Lake – Dave Hollo – A motion to approve payment of fee for $4,940 to IDNR for a construction permit for the 16th Avenue Sediment Basin, Lake Yaeger Watershed Implementation Project.
17. Economic Development – Ray Kellenberger – A motion to accept pay request #8 from Gelly Excavating and Construction Inc., in the amount of $124,677.90 and authorize the City Clerk to issue a check.
18. Economic Development – Ray Kellenberger – A motion to accept pay request #6 from Kamadulski Excavating and Grading Inc., in the amount of $89,252.29 and authorize the City Clerk to issue a check.
19. Economic Development – Ray Kellenberger – A motion to approve an Easement Reconciliation between Ameren Illinois Company d/b/a Ameren Illinois, an Illinois corporation and the City of Litchfield, Illinois, an Illinois municipal entity.
Executive Session
