City of Carlinville City Council met March 2.

Here is the minutes provided by the council:

PRESENT: Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, Police Chief Haley, Zoning Administrator Steve Parr, City Treasurer/Budget Officer Jody Reichmann, Woodard & Curran Representative Dan Held 

Absent: Alderman Brockmeier, Alderman Downey

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.

Approval of Bills - Motion made to approve the bills listed by Alderman Koller, seconded by Oswald, motion passed unanimously.

Correspondence

Carlinville Police Commissioners Correspondence – Motion to approve and place correspondence on file was made by Alderman Ober, seconded by Howard, motion passed unanimously.

Public Comment

Alderman Oswald reminded other elected officials of IML training coming up on April 20th and to RSVP to Deputy City Clerk, if they are interested.

The Mayor asked for a moment of silence for Rocky Rhoads who recently passed. He served 32 years as City Treasurer. Also, a moment of silence for Jack Pascoe who was mayor from (89-93) and passed this last December.

Old Business

IARWC Update – Alderman Oswald gave an update on the last IARWC meeting. She said the company is pleased with the wells that have been drilled, but do not have final testing results. RFQ’s have been sent out for the SCADA system. The attorney for the company is also working on purchase agreements for easements.

Ordinance Amending Chapter 27- Drug Paraphernalia – First Read/ Attorney O’Brien explained the changes in the ordinance due to the recent legalization of marijuana, and the sale of drug paraphernalia. – First Read Only.

New Business

Capitalization Policy – Treasurer/Budget Officer Reichmann explained our auditors would like us to increase our capitalization amount from $2,500.00 to $10,000.00, due to purchases made for the water department, which tend to be more expensive. The Finance Committee has already passed the change. A motion was made by Alderman Link, seconded by Ober to approve the change, motion passed unanimously.

City Council Meeting Time Change – Discussion took place regarding changing the council meeting time from 7:00 p.m. to 6:00 p.m. The general consensus was to change the time. A motion was made by Alderman McClain, seconded by Koller to allow the attorney to revise the ordinance changing the time, motion passed unanimously. The change will take place May 1, to reflect the beginning of the fiscal year.

Motion to adjourn was made by Alderman Link at 7:20 p.m., seconded by Koller, motion passed unanimously.
