Village of Vernon Hills Committee of the Whole met June 16.

Here is the minutes provided by the committee:

Village President Byrne called the meeting to order at 7:23 PM.

IN ATTENDANCE: President Byrne, Trustees Takaoka, Oppenheim, Schultz, Brown and Koch. Trustee Marquardt was absent. A quorum was established.

Also present were: Village Manager Fleischhauer, Assistant Village Manager Petrillo, Chief Kreis, Deputy Chief Zimmerman, Community Development Director Atkinson, Public Works Director Brown, Finance Director Fairbairn, Village Attorney Ferolo, and Recording Secretary Koehl.

1. APPROVAL OF THE COMMITTEE OF THE WHOLE MEETING MINUTES OF MAY 19, 2020

Motion by Trustee Schultz second by Trustee Brown to approve Committee of the Whole Minutes for the May 1 9, 2020 meeting.

Roll call vote:

A YES: 6-- Koch, Takaoka, Oppenheim, Schultz, Brown, Byrne

NAYS: 0-None

ABSENT AND NOT VOTING: 1 - Marquardt

ABSTAIN: 0 - None

Motion carried.

2. SOUTHLAKE INDUSTRIAL CENTER (THE DARLING FARM) - CONSIDERATION OF A REPORT AND RECOMMENDATIONS FROM THE PLANNING & ZONING COMMISSION FOR APPROVAL OF A SPECIAL USE PERMIT AUTHORIZING A PUD, APPROVAL OF ZONING & SIGN VARIATIONS, APPROVAL OF SITE, LANDSCAPE AND ARCHITECTURAL PLANS AND APPROVAL OF A PLAT OF SUBDIVISION ON PROPERTY COMMONLY KNOWN AS "THE DARLING FARM"

Petition #1

Motion by Trustee Schultz second by Trustee Brown to direct staff to prepare an ordinance approving the following:

1. A Special Use Permit authorizing a Planned Unit Development allowing the construction of a light industrial center to be known as the South Lake Industrial Center; and

2. Approval of certain variations related to the Sign and Zoning Ordinance; and

3. Approval of preliminary and final site plan and landscape approvals; and

4. Approval of preliminary and final architecture plan approvals, and:

5. Approval of preliminary and final plats of subdivision, which include a plat of dedication for the Darling Farm right away. All subject to the conditions that are contained in the report and recommendation of the Planning and Zoning Commission.

A YES: 6-Takaoka, Oppenheim, Schultz, Brown, Koch, Byrne

NAYS: 0-None

ABSENT AND NOT VOTING: 1 - Marquardt

ABSTAIN: 0 - None

Motion carried.

Petition #2

Motion by Trustee Schultz second by Trustee Takaoka to prepare an ordinance approving a variation pursuant to section G 1, Exhibit "F" of ordinance 544 and 545 allowing a landscape buffer that is less than the minimum required depth of 50 feet.

Ayes: 6 - Takaoka, Oppenheim, Schultz, Brown, Koch, Byrne

Nays: 0 - none

Absent and not voting: I - Marquardt

Abstain: 0 - none

Motion carried.

3. WOODLAND CHASE SUBDIVISION - REQUEST FROM ICON BUILDING GROUP TO INCREASE THE MAXIMUM PERMITTED FENCE HEIGHT

Motion by Trustee Schultz second by Trustee Takaoka to table the matter. To be brought back to the Committee of the Whole at a future date, with resident input.

A YES: 6- Brown, Koch, Takaoka, Oppenheim, Schultz, Byrne

NAYS: 0 - None

ABSENT AND NOT VOTING: 1 - Marquardt

ABSTAIN: 0 - None

Motion carried.

4. ADJOURNMENT

Motion by Trustee Schultz second by Trustee Brown to adjourn the Committee of the Whole meeting.

Voice Vote.

All in favor.

Motion carried.

Meeting adjourned at 8:14 PM.
