City of Carlinville City Council met May 18.

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Howard, motion passed unanimously.
Approval of Bills - Motion made to approve bills by Alderman Koller, seconded by McClain, motion passed unanimously.

Public Comment
Norm Semrock called in questioning the need for an ordinance for the budget. City Attorney O’Brien responded that it is required with formal notice to the County Clerk, if we have revisions to the budget, ordinances are not required.
Jeff Brown called in who does not live within the city limits expressing his opinion regarding not letting the governor control the municipalities and opening the city for business.
Treasurer Reichmann asked if all Alderman received their letters regarding future spending.
Clerk Brockmeier read emails that were sent from concerned citizens, most regarding the opening of the lake campground.
Old Business
Ordinance Budget 2020-2021 – Motion was made by Alderman Oswald to approve the ordinance, seconded by Ober, motion passed unanimously.
Ordinance Amending Chap. 1-2-2 Regular Meetings – Motion was made to pass ordinance by Alderman Koller, seconded by Link, motion passed unanimously.
Residences 220-224 W. First South Street – Brent Cain sent an email regarding the properties at 224 W. 2nd South, 220 W. 2nd South and 216 W. 2nd South being derelict. Attorney O’Brien addressed, 224 is owned by county now, he will speak to Cain about. 220 according to Chief Haley is secured and not deemed unsafe, and 216 has now been mowed and they are working on cleaning up the property.
Alderman Brockmeier left teleconference meeting.
New Business
Opening of Lake Campground – Discussion took place regarding opening of campground. Motion was made by Alderman Downey with the CDC Guidelines to open campground on May 29th, when we enter into the Recovery Phase 3, seconded by Koller, motion passed 5-2 with Howard and Oswald voting nay
Lake Cabin Transfers – Lake lease transfers were approved Birdsell to Bates, Baumgartner to Radcliff, after motion was made by Alderman Downey, seconded by Oswald, motion passed unanimously.
Zoning Advisory Report – Motion was made to approve the Mefford rezone by Alderman McClain, seconded by Howard, motion passed with all voting aye, Howard abstaining.
Motion was made by Alderman Link to have the City Attorney draft an ordinance to re-plat Ashby property, seconded by Koller, motion passed unanimously.
