City of Centralia Council Special met April 22.

Here is the minutes provided by the council:

ROLL CALL

Present: Mayor Williams, Councilman Jones, Councilman Smith, Councilman Sauer, and Councilman Marshall (all members attended electronically) Absent: None

Staff Members Present: Doug Gruenke, City Attorney; Bill Agee, Acting City Manager; Kim Enke, City Clerk

PUBLIC PARTICIPATION

Submissions for public participation were submitted prior to the meeting electronically to the City Clerk. The submissions were also shared with the City Council by the City Clerk. There was one submission received. Steve Howard stated that he was very pleased with the choice of Mr. Crow, but he would like to ask why he was placed on administrative leave in Freeport, IL and asked if he was negotiating the separation agreement due to the Centralia opportunity.

OTHER BUSINESS

Mayor Williams stated that he is proud that this day has come to appoint a City Manager. He added that the City Council has done an excellent job interviewing the candidates. He also thanked the search committee that was involved previously for their efforts although there was not a satisfactory candidate that could be chosen from that search. He stated that Mr. Crow will be an outstanding choice and he thinks that the people of Centralia will be very pleased with Mr. Crow being Centralia’s City Manager. A motion was made Councilman Smith and seconded by Councilman Sauer to Approve A Resolution Appointing A City Manager And Approving A City Manager Employment Agreement.

Ayes: Councilman Jones, Councilman Smith, Councilman Sauer, Councilman Marshall, and Mayor Williams Nays: None

A majority of the Council voting aye, the motion carried.

Mayor Williams welcomed and congratulated Lowell Crow for receiving unanimous approval. Lowell Crow thanked the Mayor and City Council for hiring him. He stated that he is looking forward to being the City Manager for the City of Centralia. He noted that Centralia is a growing and vibrant community and he is looking forward to being part of it. All of the City Councilmen congratulated Mr. Crow.

Mayor Williams asked when Mr. Crow’s oath would be taken. There was discussion and the City Clerk explained that it is tentatively to be taken on May 4th in person and more information will be provided about that as it gets closer due to the stay at home order and the restricted gatherings. Attorney Gruenke suggested utilizing a video conference, such as Zoom, so it could be viewed by the public as well.

ADJOURNMENT

A motion was made by Councilman Smith and seconded by Councilman Jones to adjourn the meeting.

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 5:08 p.m.
