City of Litchfield City Council met Sept. 3.

Here is the agenda provided by the council:

Appointment:

Public Participation Applicant Comments: Steve and Tammy Estell regarding Lake Lot.

Other Business:

1. ***A motion to accept the minutes from the August 20, 2020 meeting.

2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Building/Planning/Zoning – Ray Kellenberger – A motion to direct the City Attorney to request a title search and administer a Quit Claim transfer of Deed for a residential structure located at 1010 South Walnut Street.

2. Building/Planning/Zoning – Ray Kellenberger – A motion to direct the City Attorney to begin the condemnation and demolition process on a residential structure located at 808 E. Edwards St.

3. Building/Planning/Zoning – Ray Kellenberger – A motion to direct the City Attorney to begin the condemnation and demolition process on a commercial structure located at 110 N. State St.

4. Economic Development – Ray Kellenberger – A motion to accept pay request #12 from Gelly Excavating and Construction Inc., in the amount of $436,294.49 contingent upon punch list completion and authorize the City Clerk to issue a check.

5. Lake – Dave Hollo – A motion to approve the purchase of Largemouth Bass from Seven Springs Fish Farm at a cost of $1.75 per fish delivered for a total cost not to exceed $3,500 and to authorize the City Clerk to issue a check upon satisfactory delivery.

6. Lake – Dave Hollo – A motion to approve a pay request #2 from Endrizzi Contracting Inc., for the amount of $88,862.90 for work completed on the Watershed Implementation Project and authorize the City Clerk to issue a check.

7. Lake – Dave Hollo – A motion to approve pay request #7 from Brewster Construction, Inc, for the amount of $170,431.07 and authorize the City Clerk to issue a check.

8. Lake – Dave Hollo – A motion to authorize Crawford, Murphy & Tilly Inc., to perform the annual dam inspections for Lake Yaeger Dam, Litchfield Lake Dam and the Five Mile Lake Dam inspection for an amount not to exceed $13,200.

9. Police – Tim Wright – A motion to authorize the purchase and installation of six Watchguard Vista HD Cameras, transfer station, cloud-based evidence library from Watchguard after completion of a 90-day trial period for $12,529.

10. Administration – Woodrow Street – A motion to approve an ordinance pertaining to the local Cure Program.

11. Administration – Woodrow Street – A motion to approve an easement agreement to CableOne (New Wave) for the extension of service under the City Rail Spur to feed the McKay Napa Warehouse/Office project.

12. Streets – Kassidy Paine – A motion to reject any and all bids submitted for the overlay and curb rehabilitation of State Street and authorize the rebid of the project in early 2021.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

4. “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.” (5ILCS 120/2(C)(5))

5. “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.” (5ILCS 120/2(2)(C)(11)
