City of Carlinville City Council met June 15.

Here is the minutes provided by the council:

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held Absent: Zoning Administrator Steve Parr

Approval of Previous Minutes - Motion was made by Alderman McClain to approve minutes, seconded by Koller, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Oswald, seconded by Koller, motion passed unanimously.

Police Report - Motion was made to approve police report by Alderman Oswald, seconded by Howard, motion passed unanimously.

Correspondence - None

Public Comment

Chris Best from the Macoupin Co. Enquirer asked if boats of any kind (kayak or paddle boats) would be allowed on the lakes. The Mayor reiterated again that both lakes are used as our water sources and we will not be allowing boats of any kind on our lakes.

Old Business

IARWC Update – Alderman Oswald reported from the last meeting of 5/28/20. She indicated 120 easements need to be obtained for the water lines. She said they had discussed at the meeting how smaller municipalities could join that couldn’t afford the $10,000.00 upfront could somehow take over some type of duties that need done for the company for payments. Wells are moving forward; discussion took place with questions and answers.

Brotze Case Update- Atty O’Brien gave an update on the hearing from 6/9/20. The city filed a motion for summary judgement. The issue still remains can municipalities join private company. The judge continued the case asking attorneys to submit orders. O’Brien added if we are ruled against, we will take it to the appellate court, using our appellate attorney.

Motion to Rescind Roofing Contract - tabled Motion to Rebid Roofing Contract - tabled New Business

Mayors Appointments – Mayor made here appointments for the new fiscal year leaving all committees the same, Police Chief Haley remains, Attorney O’Brien remains adding Brian Zilm to the Zoning Board, motion was made by Alderman Koller to approve appointments, seconded by McClain, motion passed unanimously.

Mayor also appointed Peg Fehr and Kris Rosentreter to the Library Board, motion was made to approve appointments by Alderman Oswald, seconded by Koller, motion passed unanimously.

Mayor also appointed Julie Griffith and Courtney Dugger to the Police Pension Board, motion was made to approve appointments by Alderman Brockmeier, seconded by Howard, motion passed unanimously.

Resolution Authorizing the Mayor to Execute a Letter Agreement with Quality Title – Motion was made to approve resolution by Alderman McClain, seconded by Howard, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:30 p.m., seconded by Koller motion passed unanimously.
