City of Carlinville City Council met June 1.

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held Absent: Zoning Administrator Steve Parr
Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Brockmeier, motion passed unanimously.
Approval of Bills - Motion made to approve bills by Alderman Koller, seconded by Oswald, motion passed unanimously.
Police Reports – Feb-April 2020 were approved after a motion was made by Alderman Brockmeier, seconded by Koller, motion passed unanimously.
Correspondence
Carlinville Rotary Club
Hallmark Heathcare of Carlinville
Both pieces of correspondence were approved and placed on file after a motion was made by Alderman Brockmeier, seconded by Koller, motion passed unanimously.
Public Comment
Alderman Link reported on Bee City/Tree City and Make Carlinville Beautiful Committees. He thanked all of the volunteers that have been working all over Carlinville, special thanks to Mary and Randy Tinder.
Alderman Howard thanked the City for supporting local business by closing streets to allow area restaurants to have outdoor seating.
Old Business
Roof Replacement – Public Works Director Held explained bids we received on the roof replacement. Two bidders, Kehrere Brothers West Roofing bid $157,850.00, Lakeside Roofing bid an Alternate Bid replacing membrane and any wet insulation and for a price of $139,931.00. Motion was made by Alderman Oswald to accept the bid from Lakeside Roofing, seconded by Link, motion passed unanimously, with Howard abstaining.
Ordinance Amending Chap 27 – Offenses of the Carlinville City Code/Drug Paraphernalia – Motion was made by Alderman Ober, seconded by Oswald to pass the ordinance to put us in compliance with state statute.
Resolution to Support Participation in the 2020 Census – Motion was made by Alderman Koller, seconded by Brockmeier, motion passed unanimously.
New Business
FYI / Carlinville Municipal Band Schedule – Due to COVID, unsure the schedule is correct.
FYI / Cookouts on the Square – We have discussed cookouts on the square with public health. Public Health has approved having them with CDC and social distancing guidelines being followed.
Past Due Water Bill Notice – PWD Held presented a sample letter to the council to send to past due water customers. When the executive order has been lifted from the Governor due to COVID, the bills will be due. Motion was made by Alderman Oswald, seconded by Ober to send letters out, motion passed unanimously.
Appoint Part-Time Temporary Summer Help – Lake / Alderman Downey would like to appoint Simon Davis for part-time summer help at the lake. One of our current employees will not be able to work part of the summer, therefore, additional help will be needed. Alderman Downey made a motion to hire Simon Davis at $11.00 per hr. as a part-time temporary lake employee, seconded by McClain, motion passed 7-1, with Oswald voting nay.
Secure City Hall Lobby – Discussion has taken place in the past to secure city hall, due to the recent pandemic it has been discussed again. Discussion included full cover at the counter and an ADA compliant entrance door and counter and a door to enter the rest of city hall. A motion was made by Alderman McClain to get proposals for the project, seconded by Koller, motion passed with Downey voting nay.
