City of Litchfield City Council met May 7.

This meeting was offered remotely due to the COVID- 19 public health emergency.
Mayor Steven Dougherty called the Regular Meeting to order at 6:30 p.m. The Pledge of Allegiance was recited. Present on roll call were (physically in attendance) Alderpersons Dwyane Gerl, Dave Hollo, Mark Brown, Kassidy Paine, Woodrow Street. Present( attending remotely) Timothy Wright, Ray Kellenberger. Absent: Marilyn Sisson. The Mayor declared that a quorum was present.
Public Participation:
Peter Drummond expressed his concerns regarding insufficient parking and traffic congestion at the site ofthe proposed adult-use cannabis dispensary.- Mayor Dougherty said that he had a legitimate concern and that the owners were planning to purchase property to the north of the facility for additional parking.
Other Business:
Alderman Gerl made a motion, seconded by Alderman Street to accept the minutes of the April 16, 2020 meeting.

Alderman Kellenberger made a motion, seconded by Alderman Brown to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills.

Old Business:
The Mayor pulled from the agenda: A motion to reconsider an Ordinance amending Chapter 150 of the Litchfield Zoning Ordinance pertaining to Adult Use Cannabis in the City of Litchfield, IL.
New Business:
The Mayor pulled the following items from the agenda:
1. Discussion with possible action regarding a resolution placing the question of allowing the sale of adult use cannabis or prohibiting the sale of adult use cannabis within the corporate city limits of Litchfield to be placed on the ballot of the next available election.
2. A motion to approve an Ordinance amending Chapter 150 of the Litchfield Zoning Ordinance pertaining to Adult Use Cannabis in the City of Litchfield, IL with said conditions for ample parking provided and necessary restrooms.
3. A motion to approve an Ordinance Establishing a Retail Cannabis Sales License.
4. A motion to approve an Ordinance Amending Section 39 of the Municipal Code of the City of Litchfield, Montgomery County by the addition of this Ordinance Imposing a Municipal Cannabis Retailers Occupation Tax of 3%.
Tourism: Alderman Street made a motion, seconded by Alderman Gerl to approve the purchase of a 2012.5 Yamaha Adventurer 2 from Niehaus Cycle Sales and to authorize the City Clerk to issue a check for the purchase, upon satisfactory delivery, for a total cost of$4,600.

Administration: Alderman Street made a motion, seconded by Alderman Kellenberger to approve the contracting and use of dumpsters for the City Annual Clean-up with funds from the Ward Improvement and Services Accounts.

Alderman Street made a motion, seconded by Alderman Gerl to approve Barracuda BBS 390 Back up Appliance and monthly agreement with Zobrio for the Police Department and City Hall systems for an amount not to exceed$ 6,884 and to authorize the Mayor to sign the agreement.

Alderman Street made a motion, seconded by Alderman Brown to approve the beautification project provided by a local donor for an amount not to exceed a total of$100,000 and to contract Mike Klaves to water, weed and maintain the plantings.

Finance/ Clerk: Alderman Gerl made a motion, seconded by Alderwoman Paine to approve an amended Ordinance ofthe City of Litchfield, Illinois temporarily suspending utility shut offs, late payment fees and credit card payment fees in light ofthe Covid-19 pandemic and to establish a committee to determine payment plans.

Alderman Wright made a motion, seconded by Alderman Gerl to approve the purchase of a 2020 Dodge Ram 1500 4 X 4 K9 Patrol Vehicle from Victory Lane, the installation of equipment and lighting by Global Tech Inc., the fabrication of and installation of K9 cage by the Shawnee Correctional Center, and striping package installation by Pastrovich Signs for a total amount not to exceed $38, 683. 15 and authorize the City Clerk to issue checks.

Alderman Brown made a motion, seconded by Alderman Gerl to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 ofthe Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body." ( 5ILCS 120/2(2)( C)( 1).
Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 5ILCS 120/ 2( C)( 2))

Having no further business, Alderman Gerl made a motion, seconded by Alderman Kellenberger to adjourn the regular meeting ofthe Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7:40 p.m.
