Village of Lincolnshire Village Board met Oct. 26.

Here is the minutes provided by the board:

1.0 ROLL CALL

Mayor Brandt called the meeting to order at 6:05 p.m., and Village Clerk Mastandrea called the Roll.

3.1 Mayor’s Report – None

3.2 Village Clerk’s Report – None

3.3 Village Treasurer’s Report

3.31 Revenues and Expenditures for the Month of September, 2020 Village Treasurer/Finance Director Peterson noted the Revenue and Expenditure Summary is included in the Board packet, and all revenues and expenditures have been properly recorded for the month of September, 2020.

3.4 Village Manager’s Report

3.41 Birth Announcement

Mayor Brandt noted an email went out regarding the birth of Ben Gilbertson and his wife Amy’s new son Robert. The Village wishes congratulations to the family.

3.42 Trick-or-Treating

Mayor Brandt noted Trick-or-Treating will be taking place on Saturday, October 31 from 4 – 8 p.m. Residents who are participating can put a sign up in their window, but if residents do not want to participate, they are encouraged to turn their lights out.

3.42 Halloween Costume Picture Parade

Mayor Brandt reminded the Board of the Halloween Costume Picture Parade taking place the week before Halloween and encouraged the Board to share information regarding the event. Village Manager Burke provided additional information regarding the “Halloweek” Picture Parade in which Village staff will post pictures submitted on social media.

3.43 Rotary Fundraiser – Walker Bros. Frozen Apple Pancakes Village Manager Burke provided information regarding the Lincolnshire Morning Star Rotary fundraiser to help families during the holiday season. The Lincolnshire Rotary Club is selling Walker Brothers frozen apple pancakes until early December. Orders can be processed on the Rotary website with PayPal.

3.44 Boy Scout Troop 78 Fundraiser

Mayor Brandt stated Boy Scout Troop 78 is currently selling their annual wreaths, garland, candy, and Christmas items which can all be ordered on their website.

3.45 Election Day Holiday

Village Manager Burke updated the Board regarding the state legislature mandated Election Day Holiday. Courts recently determined municipalities could elect not to close the facilities on Election Day. Since it is not a holiday in the employee handbook, Lincolnshire will remain open. The Village of Lincolnshire is also not a polling place which makes it easier to maintain an open facility on Election Day.

3.46 Budget Workshop Meetings

Village Manager Burke reminded the Board of the October 28 and 29 Budget Workshop Meetings. The meetings will take place in the Board room for anyone attending in person.

3.47 Region 9 Restore Illinois

Village Manager Burke noted Region 9, which consists of Lake and McHenry counties in the COVID-19 tracking system monitored by the state, passed the 8% average test positivity rate threshold. If Region 9 stays at this rate or higher for three consecutive days, the Region will see enhanced mitigation restrictions that have been imposed elsewhere in the state. Some of the mitigations pertain to prohibiting indoor dining in restaurants or reducing threshold in restaurants.

Village Manager Burke stated he does not expect to know the restrictions until later in the week.

Trustee Leider asked how soon staff would know if these possible restrictions could affect budget meetings later in the week. Village Attorney Simon stated the Region would have to exceed the threshold of 8% by more than three straight days, then the Governor typically gives a notice of three or four days for the implementation of an Executive Order. Village Manager Burke stated this should not affect the Budget Workshop Meetings this week, since the public will be required to dial in to participate in the meeting. Attendance at the meetings would be mostly staff and the Board to limit people at the village hall.

4.0 PAYMENT OF BILLS

4.1 Bills Presented for Payment on October 26, 2020 in the amount of $687,461.47

A summary of the October 26, 2020 bills prelist was presented for payment with the total being $687,461.47. The total amount is based on $191,200 for General Fund; $369,400 for Water & Sewer Fund; $17,400 for Water & Sewer Improvement Fund; $6,700 for Vehicle Maintenance Fund; and $102,700 for General Capital Fund.

Trustee Grujanac moved and Trustee Raizin seconded the motion to approve the bills prelist dated October 26, 2020 as presented. The roll call vote was as follows:

AYES: Grujanac, Raizin, Harms Muth, Leider, Pantelis, Hancock

NAYS: None

ABSENT: None

ABSTAIN: None

Mayor Brandt declared the motion carried.

Trustee Grujanac moved and Trustee Leider seconded the motion to waive the first reading regarding an Ordinance Authorizing a Ninth Extension of a Declaration of Emergency. The roll call vote was as follows:

AYES: Grujanac, Harms Muth, Leider, Hancock, Raizin, Pantelis

NAYS: None

ABSENT: None

ABSTAIN: None

Mayor Brandt declared the motion carried.

Trustee Grujanac moved and Trustee Leider seconded the motion to approve a Contract with Clean-Cut Tree Service of Grayslake, Illinois as the Lowest Responsible and Responsive Bidder and Awarding a Contract to Clean-Cut Tree Service for Dead, Emergency, and Hazardous Tree Removal (Village of Lincolnshire). The roll call vote was as follows:

AYES: Grujanac, Leider, Hancock, Harms Muth, Raizin, Pantelis

NAYS: None

ABSENT: None

ABSTAIN: None
