Village of Vernon Hills President and Board of Trustees Met October 20

Village of Vernon Hills President and Board of Trustees met Oct. 20.

Here is the minutes provided by the board:

I. Village Manager Fleischhauer called the meeting to order at 7:05 PM.

II. Roll call indicated the following Board Members present: Trustees Koch, Marquardt, Oppenheim, Forster. Trustee Schultz, Trustee Takaoka and President Byrne were absent. A quorum was established.

Also present were: Village Manager Fleischhauer, Assistant Village Manager Petrillo, Community Development Director Atkinson, Chief Kreis, Public Works Director Brown, Village Attorney Ferolo, Village Attorney Forte and Recording Secretary Koehl.

Trustee Oppenheim made a motion to appoint Trustee Koch President Pro Tem for the duration of the meeting, second by Trustee Marquardt. Roll call vote: AYES: 4 - Oppenheim, Koch, Marquardt, Forster NAYS: 0 - None ABSENT AND NOT VOTING: 3 - Schultz, Takaoka, Byrne Motion carried.

III. The Pledge of Allegiance was given. IV Citizens Wishing to Address the Board

Resident Vicki Herrick of 801 Browning Court spoke about making more affordable housing available to area seniors. She wanted the Board member to know that there are too few options available in Vernon Hills. Board members agreed and said that they have been trying to get developers to do this for many years, but this has been challenging.

She was invited to attend the upcoming Planning and Zoning meeting on October 21st, due to a developer who is presenting a senior housing plan.

V. Officials Reports

A. Village President. 

1. Proclamation - Girl Scout Gold Award

President Pro Tem Koch read a Proclamation congratulating Emily Jones on earning the Girl Scout Gold Award. Emily also gave a short presentation on her project.

B. Village Manager

1. Declaration 20-14 -Continuation of a State of Emergency in the Village of Vernon Hills 

Village Manager Fleischhauer advised that a State of Emergency would continue in the Village until November 4, 2020.

2. Trick-or-Treat Reminder 

Village Manager Fleischhauer reminded the public that “trick or treating" is on October 31st between the hours of 2-6PM. He also reminded that everyone participating should follow these guidelines: use face coverings, social distancing, small groups, and all candy individually wrapped and pre-packaged. ‘Yes or No participation signage was made available to residents both at the Village Hall and available to download from our website.

VI. Omnibus Vote Agenda President Pro Tem Koch called for a motion to approve the Omnibus Vote Agenda Items A-J. Motion by Trustee Oppenheim, second by Trustee Marquardt, to approve the Omnibus Vote Agenda Items A-J. Roll call vote: AYES: 4-Oppenheim, Marquardt, Forster, Koch NAYS: 0 - None ABSENT AND NOT VOTING: 3 - Schultz, Takaoka, Byrne Motion carried.
